You will serve as an Interdisciplinary General Engineer/Architect in the Design and Construction of NAVFAC SOUTHWEST.
Duties
You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.
You will provide post construction award services (e.g., review contractor's submittal for contract compliance, evaluate Value Engineering Change Proposals, respond to Requests for Information) for an organization.
You will guide projects through design and post construction award phases.
You will identify potential issues or risks and provide technical direction in order to meet project goals.
You will evaluate technical data (e.g., materials, equipment, shop drawings, proposals for contract modification) to recommend approval or rejection of submission or proposals.
You will analyze contract drawings and specifications to determine the extent of responsibility under provisions of the contract.
You will enforce technical and administrative provisions related to the management of assigned construction contracts.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Registration as Professional Engineer or Registered Architect is required, must provide a copy showing current registration with application.
Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position requires registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. NOTE: If you meet this requirement you MUST provide a copy of your PE OR RA registration with your application package.
In addition to the Basic Requirements and Selective Placement Factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying principles, concepts, and theories of advanced engineering/architectural methods and techniques to serve as lead engineer/architect in a quality assurance environment for construction projects; 2) Serving as lead engineer/architect in the full range of construction projects that involve various types of construction contracts, project delivery methods, and regulations governing Federal contract administration; and 3) Providing expert construction engineering and management advisory services to activities and tenants served by a Command.
