You will serve as a FINANCIAL MANAGER in the RESOURCES & BUDGET DEPARTMENT (N4) of NAVOCEANO BAY ST LOUIS.
Duties
You will perform a full-range of first and second level responsibilities in but not limited to Performance Management, Personnel Management, and Professional Development for the subordinate staff.
You will assist the Comptroller in developing, modifying, and implementing all accounting and financial policies, processes and procedures required to support the accounting and financial functions related to the Command's mission and operations.
You will assist the Comptroller in the development and formulation of the Command's operating budget, which includes both long and short range financial plans for direct and reimbursable funding.
You will serve as the Deputy Financial Advisor to the Commanding Officer.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance prior to entrance on duty.
- Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience in monitoring and reporting budget execution to senior leadership using official federal accounting system standardized reports;
*Experience monitoring and reporting execution against obligation phasing plan and recommending solutions for over or under execution;
*Experience providing accurate budget execution forecasts to senior leadership;
*Experience developing a detailed plan of action to the division to accomplish workload and follow up on that action to ensure it is accomplished; and
*Experience ensuring funds (including travel funds) are obligated in accordance with appropriation law and federal guidelines.
