This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at the Watervliet Arsenal in Watervliet NY

Duties

Oversee demilitarization (DEMIL) needs per DLA guidelines. Maintain files of all accountable items that are turned in or demilitarized. Receive, inspect, sort, count, and classify the material that is sent into the building for processing. Responsible for entering, manipulating, and ensuring the accuracy of data in various automated systems. Serve as the point of contact for demilitarization and turn-in of material. Identifies and sorts items to prepare for shipment to turn in sites for resale. Plan, coordinate, and advise on work efforts or resolve operating problems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to possess the applicable license(s) or authorizations(s) to operate assigned equipment.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 Certification Requirement within 12 months of being placed on the position.
  • This position involves duties which are subject to Resource Conservation and Recovery Act (RCRA) regulations regarding hazardous wastes.
  • This position is subject to the 1996 Lautenberg Amendment to the Gun Control Act of 1996. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • This is designated as a drug testing position. Incumbent must participate in a random drug testing program in accordance with AR 600-85.
  • Incumbent is required a pre-employment physical and annual physical thereafter.
  • The employee may be required to work overtime.
  • This position requires the employee to use personal protective equipment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Maintaining files of all accountable items that are turned in or demilitarized; (2) Identifying AND/OR researching assets and demilitarization codes; (3) Receiving and classifying materials for processing; (4) Planning, coordinating, AND/OR advising on work efforts or resolving operating problems.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major course of study in engineering, production management, industrial management, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
