Duties

In this position you will serve as Management and Program Analyst (Workforce Management) acting as a senior advisor to management, assessing the productivity, effectiveness, and efficiency of Air and Marine operations Human Capital efforts. You will be resolving complex problems related to position management, staffing and placement, performance management, awards, and worker's compensation. This position starts at a salary of $105,268.00(GS-13, Step 1) to $136,852.00 (GS-13, Step 10) with promotion potential to $136,852 (GS-13 Step 10). Major Duties for this position include, but are not limited to: Advising management on encumbered, vacant, and projected vacant positions to ensure adequate manning for mission requirements. Facilitates hiring plan including Requests to Fills, PARTs actions and monitoring HR reporting systems such as Human Resources Management-Analytics/CPRO. Supporting leadership with guidance for performance management program and awards programs. Overseeing Workers' Compensation Program and serves as Injury Compensation Coordinator. Assisting employees with benefits changes and ensures employees are supported during all aspects of employment from in-processing to retirements.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Acting as senior advisor to management for Human Capital efforts including resolving complex problems related to position management, staffing and placement, performance management, awards, and workers' compensation. Providing senior leaders with analytical insight into the Table of Organizations for assigned offices. Assisting with conducting studies or analyses of workforce requirements based on changing missions and programs Assisting with human resources/human capital including experience with hiring/personnel systems such as HRM Analytics, HRBE and USDA.
