The primary purpose of this position is to serve as Space Communication Security's (COMSEC) Key Management Infrastructure (KMI) Error Log Transaction Manager and Short Title Key Material Manager and assist with logistic management of highly sensitive Air Staff AFMC project missions.
Duties
Researches and eliminates complex transaction errors generated at the shipping location (NSA-Tier 0), item management activity (CPSG-Tier I), and/or receiving field/user location (global Tier 2 sites). Monitors error log and manual review transactions, plans and communicates corrective actions to all account managers to ensure transactions are processed in a timely manner.
Provides guidance and training to COMSEC accounting team and performs accountability and management of accountable cryptographic material. Maintains accountable records in a centralized, automated material accounting system.
Assist the lead logistics manager of the Defense Sensitive Support Office for Air Staff directed classified program acting as the Focal Point in all logistics and supply matters. Coordinates with HQ AF/XOOM, HQ AFMCJXRJ and HQ AMC/XOOL utilizing the Global Decision Support System (GOSS) to monitor and support Special Airlift Aircraft Missions (SAAMs).
Serves as advisor for the storage and issue of program specific hazardous cargo. Assist in the logistics support for the stock, control and distribution of specialized assets for classified project. Ensures proper safety and handling procedures are utilized during the receiving and/or shipment of hazardous materials.

- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-11 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, concepts, and theories of inventory management for performing Key Management Infrastructure (KMI) procedures when dealing with requests from COMSEC accounts, interacting with requesters as required, and KMI operations to effect the necessary actions or database changes both at CCSD. and the NSA. Employee must have the knowledge of Tier 1 and Tier 2 operations, including knowledge of the systems used to execute all tasks, including the procedures, processes and policy that must be followed. Employee must have knowledge of the preparation of hazardous materials/cargo for transportation by commercial and/or military air and the ability to prepare and present effective oral and written presentations with all levels of management during meetings, conferences, and related activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of inventory management regulations, policies, procedures, techniques, and work methods applicable to assigned Key Management Infrastructure (KMI) systems.
2. Knowledge of sources, responsibilities, and means for providing assistance or advice to Key Management Infrastructure (KMI) supply and system problems.
3. Knowledge of policies and procedures for requisitioning and issuing materials and maintaining control of system privileges.
4. Knowledge of procedures and precautions to be taken in the Key Management Infrastructure (KMI) distribution and operation, to meet required security and safety standards.
5. Knowledge of Tier 1 and Tier 2 operations, including knowledge of the systems used to execute all tasks, including the procedures, processes and policy that must be followed.
6. Knowledge of requirements to interact with requesters, verify or obtain correct information, and operate the Tier 1 System to effect the required short title changes and key material distribution actions.
7. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and-integrate functions into a total, well structured, and viable program.
8. Skill to interpret, adapt, and apply Logistic guidelines as it pertains to assigned specializations and functions; and to independently analyze and resolve difficult inventory management issues and problems, and to consider and apply several alternatives.
9. Knowledge of specialized analytical methods and techniques to resolve difficult inventory management issues and problems; and budgeting, procurement, and funding processes related to inventory management functions.
10. Knowledge of military aircraft load plans for various materials.
11. Knowldedge of transportation of hazardous cargo by various modes of transportation.
12. Knowledge of applicable customer service standards and ability to maintain good working relations.
13. Ability to plan work and communicate effectively, both orally and in writing.
14. Ability to safely operate forklift trucks.
