You will serve as a TRAINING SPECIALIST within NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will serve as advisor/coordinator for designing, developing, implementing, and evaluating Command workforce development and training programs.
You will be responsible for analyzing and identifying the training and development needs of employees in accordance with the Command’s mission and goals.
You will provide workforce development and training program management, evaluates program effectiveness in meeting requirements, and recommends changes to programs as needed.
You will prepare and present reports and briefings on program status and/or recommends action to key staff elements
You will inform the workforce of training opportunities; assists managers in ensuring that employees have the opportunity to develop, maintain, and update skills and competencies; explore other areas of interest and receive training.
You will evaluate problems, deficiencies, and inadequacies identified in administering training and development programs within the Command.
You will keep abreast of trends in training and development concepts and philosophies and changes in the Department of Defense and the Department of the Navy policies, procedures, techniques, and programs.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes:
1). Utilizing Workforce Development & Training and Learning & Development theories, concepts, laws, regulations, principles, and practices.
2). Communicates with others effectively both orally and in written format.
3). Applying instructional principles and practices to analyze, evaluate, and plan training requirements concerning the effectiveness and efficiency of a wide range of training programs offered which support the professional development of the organization's technical, administrative, and executive population.
4). Managing workforce development and training programs, evaluates program effectiveness in meeting requirements, and recommends changes to programs as needed.
