Duties

Within CISA, Office of the Chief Security Officer (OCSO), Internal Affairs Division (IAD) provides for a safe and secure work environment and promotes organizational excellence, integrity, and accountability to stakeholders. Incumbent will work closely with the Office of Inspector General (OIG), and other OCSO divisions to investigate allegations of employee misconduct. Typical work assignments include: Conducting investigations into allegations of employee and contractor misconduct. Providing analysis and advice on complex program issues. Preparing written materials concerning routine and controversial investigations. Identifying resources required for each investigation, including taskings to assist other investigative agencies. Preparing summary sheets, fact sheets, or other media concerning significant aspects of cases based, on the facts, evidence and conclusions, of select cases. Conduct inquiries and/or investigations and individually provide assistance or participate as a member of an investigative/inquiry/assistance team with other investigative entities.

Qualifications

Specialized Experience GS-12: You may qualify for the GS-12 grade level, if you possess at least one year of specialized experience equivalent to the GS-11 grade level (obtained in either the public or private sector). Experience includes performing duties such as: Conducting misconduct and or Anti-harassment investigations. Using law enforcement databases and or familiar with data mining software such as CLEAR, Accurint, Court Link, Lexis Nexus. Conducting interviews and interrogations. Analyzing evidence and preparing accurate and concise investigative reports. Developing partnerships with internal and external officials and stakeholders. Specialized Experience GS-13: You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent to the GS-12 grade level (obtained in either the public or private sector). Experience includes performing duties such as: Leading misconduct and or Anti-harassment investigations. Planning and executing all aspects of the investigation from start to finish. Developing investigative plans and strategies. Using law enforcement databases and or familiar with data mining software such as CLEAR, Accurint, Court Link, Lexis Nexus. Ability to conduct interviews and interrogations. Ability to write clear, concise and accurate reports of investigation and other correspondence. No education substitutes. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
