This position is located with the Bureau of Indian Affairs, Sisseton Agency, Superintendent - Sisseton Agency, Real Estate Services, in Sisseton, South Dakota. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Responsible for complete direction of the Real Estate Services programs for all trust and government lands under the jurisdiction of the Agency. Directly supervises the work of the Agency realty staff. Deals effectively with labor management situations. Initiates and maintains a program to educate and inform individual landowners and governing bodies of tribal of all phases of real estate management, including property rights and ownership. Provides the landowners and management with technical advice and assistance which consists of long range or immediate plans developed with Indian owners and lessees. Makes field inspections and investigations in connection with leases, rights-of-way disputes, trespasses, mining operations, acquisitions, disposals or exchange of lands. Responsible for the preparation of budget for all realty functions and activities based on work load statistics, personnel requirements, equipment needs and devises. Prepares and reviews reports and correspondence dealing with land use problems, legal opinions and decisions, federal regulations and statutes, agency policies and procedures, tribal laws and ordinances, State and County regulatory processes. Describing land resources and their conditions, and determining the economic considerations to be evaluated in transferring land in Indian ownership based on detailed research and analysis.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). GS-12: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-11 level in the Federal Service (obtained in either the public or private sector). Specialized experience may include work involved providing oversight over realty and probate functions for a unit planning work to be accomplished. Responding to technical inquires and explaining realty services and processes in the areas of acquisition and disposal; tenure and management; and records and control activities. Maintaining and retrieving information from automated systems; meeting deadlines; reviewing work to verify completeness, correctness, consistency, compliance, or authenticity; and assisting in the development of program budgets. Providing technical assistance in the acquisition of real property; management of real property in the administration of federally owned; Indian-owned or leased space or property; preparation for disposal, or disposal of real property.) OR EDUCATION: Education is not a qualification requirement at this grade level. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
