The primary purpose of the position is to provide budgetary planning and fiscal management; provide strategic planning; oversee project allocation management; oversee travel procedures and budgets; personnel administration; administrative management; manage supplies and equipment.
Duties
Duties to include but not limited to:
Prepare regulatory materials in accordance with VA Research and Development and Institutional Review Board (IRB) policies to assure health science studies are conducted in accord with Good Clinical Practices Principles and all VA regulations.
Work with Principal Investigator to prepare and respond to all IRB requests, including annual continuation, proposed protocol modifications and adverse event tracking and reporting.
Does data entry and data cleaning for research projects; prepares manuscripts and scientific presentations; conducts library research searches, prepares grant application to VA and NIMH specifications.
Responsible for national Evidence Based Psychotherapy (EBP) administrative tasks including designing and maintaining Family Training Program internal tracking mechanisms, using MS Access, and regularly updating Family Training program records in the National EBP database.
Provides budgeting and financial management for the organization.
Oversees all travel budgets and fund control points. Identify appropriate vendors for study supplies, prepare P.O.'s, and assure P.O.'s are processed accurately.
Participates as a member of the leadership team with the Division Chiefs in formulating and annually updating program management plans and associated budgets.
Manages procurement and contracting for the organization.
Establishes and oversees procedures for the receipt, review and follow-up on requisitions for purchases from Federal and special funds.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the Gs-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working in a technical area of government medical research unit leading data management for server, procurements and Institutional Review Board (IRB) processes; work with Principal Investigator to prepare and respond to all IRB requests. Prepare regulatory materials in accordance with VA Research and Development and Institutional Review Board (IRB) policies to assure health science studies are conducted in accord with Good Clinical Practices Principles and all VA regulations. Physical Requirements:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
Work Environment:
Work is typically performed in an adequately lighted and climate controlled office.
