The incumbent is assigned to the Radiology Department and supervised by the Imaging Program Administrator. The incumbent works as the respective Radiology subject matter expert and serves as the Radiology Administrator at the William S. Middleton VAH and CBOCs. The Radiology Administrator plans and directs the technical and administrative options of the radiology program at the William S. Middleton VAH and CBOCs which have both critical care and emergent inpatient services and has a full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower level, and may include clerical or administrative support staff. The radiologic technology program at the William S. Middleton VAH and CBOCs includes the full variety of comprehensive and complex modalities including General Diagnostic Radiology, CT, MRI, IR, US and DXA. The Radiology Administrator maintains accurate records, as required by management for quality assurance and quality control purposes in respective modality. The Radiology Administrator practices within the full scope of their ARRT Certification and is assigned as above full performance level DRT according to operational needs. The duties and responsibilities of the Radiology Administrator include but are not limited to the following:
- Coordinates a variety of technical procedures that require independent judgment,
ingenuity and initiative to effectively diagnose patients by using a wide variety of complex imaging exams.
- Demonstrates understanding of VA and other national guidelines pertaining to department operations, including database security.
- Maintains accurate records, as required by management for quality assurance and quality control purposes in respective modality.
- Performs the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
- Understands fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.
- Make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests.
- Recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.
- Decide and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.
- Understands specific regulatory processes, VA standards regarding radiology quality assurance and other technical functions.
- Performs VistA Radiology and Radiology ADPAC duties including user access control.
- Reviews medical records, interviews patients and communicates with onsite or offsite Radiologist(s) to determine medical appropriateness of requested examination.
- Positions and images the patient, prepares the processed media for interpretation by a Radiologist and assures images are properly identified with patient demographics and verifies the archiving on the Picture Archiving Computer System (PACS).
- Obtains other pertinent diagnostic examinations (CT, MRI, X-Rays, IR, etc.) for the Radiologist which may be necessary for correlation between the performed exam and the clinical history.
- Provides additional images, when deemed necessary to ensure adequate information for unexpected findings.

Qualifications
BASIC REQUIREMENTS:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.)
AND
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
AND
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
SPECIALIZED EXPERINCE REQUIREMENTS:GS 12 Experience/Education: One year of experience equivalent to the GS-11 grade level. At least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level.

Certification:. Individuals assigned as Diagnostic Radiologic Technologist must be certified as stated in the above basic requirements.
AND
Demonstrated Knowledge, Skills, and Abilities:
Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services.
