The primary purpose of the Program Analyst is to provide data management and analysis, create visual displays and reports for the VA National Telestroke Program (NTSP), a nationwide, virtual telehealth program that is part of the Veterans Health Administration (VHA) and is based at the VA Palo Alto Healthcare System in Palo Alto, CA.
Duties

Duties include, but are not limited to, the following.
Designs complex reports using Structured Query Language (SQL) to assist teams with data cleaning and for quarterly, annual, and ongoing reporting purposes of NTSP.
Must possesses extensive knowledge of several database systems and programming languages such as SAS (previously "Statistical Analysis System") for mainframe, SAS for Windows, SQL, Transact-SQL, Visual Basic (VB), Microsoft Access, FileMaker, RedCap and Excel, among many others.
Extracts, transforms, and merges data in a variety of automated and manual processes to organize and analyze information for assigned research projects of varying complexity.
Designs and maintains data dashboard displays based upon databases created within the National Telestroke Program by the candidate as well as created by others and displayed through dashboard software technology including Tableau, Microsoft Business Intelligence, FileMaker, and others.
Creates and executes computer programs to manage activities related to data collection.
Develops complex methods and processes to manage data acquisition and processing which can be deployed across the VA enterprise.
Performs the initial analysis of the data extracted and ensure that the data pulled from the databases is both accurate and meets the needs of the scientific study.
Provides technical support to NTSP staff in basic statistical analysis, data cleaning, data transfer, and data management.
Work Schedule: Full Time, Monday-Friday; 8:00am-4:30pm

Qualifications
To qualify for this position, you must meet one of the following criteria:
SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Program Analyst, GS-11. Specialized experience includes providing medical and health care data management and analysis, creating visual displays and reports, encompassing database development and management for operations and performance data, as well as technical support for data collection, reporting and analysis utilizing Microsoft Office suite, Microsoft Access, SAS, SQL Server, and Statistical Package for the Social Sciences (SPSS).

SUBSTITUTION OF EDUCATION: Three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts Required.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. Only graduate education beyond the first 2 years may be used to qualify. NOTE: Transcripts Required.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: This is a virtual position. Work is usually performed sitting at a desk. There may be occasional in-person meetings with fellow NTSP staff, as well as brief visits to health care facilities, local area university campuses and offices, etc. however, no special physical demands arc involved in performing the work.
