THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a Resources Manager, Position Description Number T5126P01 and is part of the Deputy Chief of Staff for Operations and Plans (DCSOPS) of the Vermont Army National Guard.
Duties
The primary purpose of this position is to serve as the J-3 Resources Manager with the responsibility for performing analytical planning, management, and evaluative work relating to the training operations, management and administration of the training program budget.
1. As the J-3 Resources Manager, leads the Resources Management Team (composed of various sub-program managers) in planning, programming, budgeting, allocation, and execution of funds associated with the programs managed by the DCSOPS. Provides technical and administrative support, either directly or through subordinate personnel, to management and directorate personnel in the area of financial, program and resource management. Directly responsible for all areas of budget planning, obligation, execution, and tracking of expenditures for the directorate.
2. Reviews, coordinates, and monitors the Master Cooperative Agreement and modifications. Ensures compliance with all terms, conditions, and standards of the Cooperative Agreement to assure proper obligation and expenditure of funds. Develops and manages a system for administrative control of appropriations and funds. Develops a financial resource plan for reimbursement of support and services. Determines the effect of new statues, regulations and policies and evaluates organizational compliance with proposed and existing guidance. Works directly with the state governmental agency responsible for managing Army Cooperative Agreements at that level. Assists in and/or independently develops recommendations for directorate overall program/management plans, goals and objectives and maintains cognizance of progress toward accomplishment of these plans, goals, and objectives.
3. Identifies deficiencies or areas requiring improvement, recommends corrective action, and/or initiates studies to determine causes of deficiencies. Presents recommendations and conclusions, based on analysis and evaluation, to the J-3 and other program managers for use in accomplishment of objectives.
4. Presents briefings to organization personnel matters concerning training operations and programs financial functions for which the J3 is responsible.
5. Provides advice and serves as financial consultant to management on a range of analytical projects related to training operations, budgeting strategies and techniques, resource distribution, program priorities, forecasting, long-range planning and training support programs.

- Financial Management Level 2 Certification is required.

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4
Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard.
Area II: All current Federal Employees from any agency.
Area III: All current and former members of the VTNG.
Area IV: Area IV: United States citizens.

GENERAL EXPERIENCE:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in presenting formal training presentations and briefings;
- Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE GS-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management; Knowledge of budget execution processes and practices to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; Knowledge of analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under type of conditions and time pressures uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; conflicting program and financial budgetary objectives and/or changing guidelines for the work.

EDUCATION: Applicants may also qualify on the basis of education as follows: To qualify based on education for the GS-11 level, you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required or LL.M., if related. The awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. The awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. CONDITIONS OF EMPLOYMENT CONTINATION:
-Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
