THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a Human Resources Specialist, Position Description Number T5910700 and is part of the Human Resources Office of the Vermont Air National Guard.
The purpose of this position is to provide support for the Employment Benefits Section.
Duties
(1) Processes a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards. These duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on technician personnel.
(2) Provides technical guidance and assistance to management and employees on benefit programs such as Federal Employee Health Benefits, Federal Employees Group Life Insurance, Thrift Savings Program, Long Term Care Program, Mass Transportation Program, etc. Reviews, interprets, and distributes informative material on new, changed, and pending policy changes for employees that impact on existing benefit program entitlements. Provides counseling to management, employees, and beneficiaries regarding program coverage, options, variances in coverage, and advantages and disadvantages of benefits. Conducts new employee orientations covering numerous aspects of the technician program.
(3) Advises individual's taking Active Guard Reserve (AGR) tours of their restoration rights during out-processing. Assist with the development of technical guidance and in the implementation of benefit program changes. Conducts open seasons for TSP, health benefits, and life insurance in the appropriate timeframe. Composes letters or summaries relating to a variety of employee benefit matters. Recommend changes to operating policies and procedures. Develops, modifies, and conducts presentation of basic and/ or refresher training in employee benefit procedures such as worker's compensation, retirement, TSP, etc. Assists with the development of technical guidance and in the implementation of benefit program changes. Conducts open seasons for TSP, health benefits, and life insurance in the appropriate timeframe.

- This position is subject to provisions of the DoD Priority Placement Program.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- Irregular and overtime hours may be required to support operational requirements or contingencies.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
Qualifications
OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4
Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard.
Area II: All current Federal Employees from any agency.
Area III: All current and former members of the VTNG.
Area IV: Area IV: United States citizens.

SPECIALIZED EXPERIENCE GS-09:Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes processing a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards. Knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas. Knowledge of the organizational structure, and programs of assigned areas to provide advice to management.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
