The incumbent will serve as the Beneficiary Travel (BT) Program Supervisor in the Central Business Office (CBO) for the Central Arkansas Veterans Healthcare System. The primary purpose of this position is to supervise and direct the day-to-day Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

Duties

Provides daily supervision, guidance, overall planning, direction and support for the Beneficiary Travel Program subordinate staff. Assists in developing educational programs such as Beneficiary Travel Self Service System (BTSSS) training materials, electronic Ambulance Processing Portal (eCAMS) trainer program and community forums. Establishes priorities, schedules deadlines for routing and special work assignments and monitors the quality of worked performed. Monitors budget allocation and execution to insure that operating program objectives are met. Oversees budget, expenditures and obligations and analysis of the service budget and provides information and recommendations. Performs analysis of budget requests to include techniques such as cost-benefit analysis or exploring alternative methods of funding. Collects, compiles and tracks data and statistical information. Reviews documents, reports and/or applications for omissions and inconsistencies. Maintains automated systems of program specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc. Identifies, analyzes and resolves time keeping and special pay issues that arise. Assists in cultivating partnerships and multi-agency coordinated transportation activities. Communicates with regional Coordinator and Transportation Program Manager for information on guides and policies. Provides initial/recurring safety training for all employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings. Assigns and evaluating the work of subordinate staff. Conducts staff meetings and ensures wide dissemination and training regarding changes in procedures, regulations, directives and policies. Organizes the flow of work establishing priorities and making changes and adjustments to work assignments. Plans time schedules and certifies duty time of employees approving/disapproving routine leave requests and sets up vacation schedules. Responsible for investigating complaints from congressional offices, patients, visitors, professional staff, and other employees, and prepares appropriate responses to, or makes personal contact with, the party in question in order to resolve the problem. Provides briefings and orientations. Deals effectively with employee performance problems when required and initiatives resolutions to problems. All other duties assigned by management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using office automation programs such as MS Word, Excel, Powerpoint, Outlook, etc. to prepare written documents, memoranda, reports, and/or pamphlets; assisting management with budgetary and staffing plans; performing basic analysis of data and generates a variety of reports; AND providing technical and management guidance necessary in regards to executing established programs of the organization. Note: This experience must be supported by your resume to be creditable. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines. Travel is required on a periodic basis as incumbent will be managing operations at two major hospital sites.
