THIS IS A TITLE 32 DUAL STATUS POSITION
DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
Duties
This position is located within TASMG Projects and may be extended or terminated at the discretion of the TASMG Commander.
JOB SUMMARY: The purpose of the position is to develop training and safety plans and procedures for the command. Provides staff planning and assistance to insure that required training, safety and readiness objectives are achieved and mobilization planning requirements are accomplished. Training activities at this level are concerned with the training of military personnel in a wide variety of occupations including clerical, trades and labor, administrative, technical, and/or professional skills.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to:
Formulates, oversees and evaluates the overall training programs for the command.
Prepares plans and reports pertaining to readiness and mobilization.
Directs scheduling and coordination for the use of training sites and facilities.
Develops and implements Risk Management plans and programs for the command.
Serves as security coordinator for the command.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
Qualifications
GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 or 24 months of specialized experience in the following:
GS-07 REQUIRES 12 MONTHS:
Experience equivalent to at least a GS-06.
Experience demonstrating the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position.
Experience demonstrating a basic knowledge of Army or Air Force vision, values, organization, policy, and mission.
Experience demonstrating some knowledge in training centers, training programs, schools, and units.
Experience in conducting or developing education and training programs.
Experience conducting, supervising, or developing education or training programs.
Experience demonstrating a basic understanding in the Army or Air Force education and training policy requirements.
Experience in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
Experience demonstrating knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques.
Experience demonstrating knowledge of Army or Air Force education and training programs in regard to their principles, and procedures.
Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures.
Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
Experience demonstrating basic capabilities in communicative interpersonal skill applications and distance learning concepts.
Experience in effective communications.
Experience demonstrating capabilities and experience in presenting professional courses and briefings; and near proficient capabilities in writing reports and records.
Experience as a participant and presenter during training and military or civilian conference events.
GS-09 REQUIRES 24 MONTHS:
Experience equivalent to at least a GS-07.

Experience in using audiovisual aids such as, mockups, graphs, training films, and film strips.
Experience in training aids such as, achievement and aptitude tests and rating scales.
Experience in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction.
Experience demonstrating the ability to understand and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of a wide range of military training and operations management concepts, regulations, policies, and procedures for the purpose of providing the command and staff comprehensive guidance.
Ability to develops and implement training and operations management policies and procedures.
Knowledge of training and operations functions to direct and conduct subordinate unit inspections and assistance visits and evaluate the results.
Knowledge of military training and operations of the organization sufficient to provide technical advice and assistance to staff and subordinate unit personnel in the conduct of required individual and collective training requirements and the preparation of operation orders, yearly training guidance, training circulars, etc.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

Education
No substitution of education for specialized experience.
KNOWLEDGE, SKILLS AND ABILITIES CONTINUED:
- Knowledge of subordinate unit training and operations functions and reports within the command sufficient to review trends, validate analysis, provide or implement recommendations that result in the enhancement of operational readiness.
- Knowledge of recurring training requirements, ammunition forecast system, and the command training funds system sufficient to propose, request, sub-allocate, execute, and monitor the command training plan and applied resources.
- Knowledge of individual and collective deployment requirements sufficient to direct the development of deployment plans.
- Ability to direct and provide assistance in the preparation of required readiness reporting documentation for subordinate units and the organization.
- Knowledge of training requirements, physical security, and safety programs sufficient to manage assistance visits, inspections, and external evaluations of subordinate units and ensure policy implementation.
- Ability to analyze results, makes appropriate recommendations to correct deficiencies and implements control measures.
- Knowledge of physical security requirements sufficient to function as the security manager for the command and provides management and control of classified documents, operational security materials, communication security equipment/documents, and computer security items for the command.
- Knowledge of organizational operations and mission requirements sufficient to develop the mission essential tasks to include individual and collective supporting tasks.
- Ability to communicate through both oral and written communications sufficient to communicate ideas and guidance utilizing presentations, briefings, and correspondence.
- Knowledge of strength maintenance procedures of the unit in order to assist in the performance, coordination, and support of recruiting activities.
