This Budget Analyst position is located at the James E Van Zandt VA Medical Center in Altoona, PA. The primary purpose of this position is to manage the formulation, allocation, execution, and completion of reporting the Medical Center's annual budget.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Prepares the annual operating plan by projecting funding to be received from various sources such as allocation funds, collections funds, specific purpose funds, and other reimbursements; Uses historical data in addition to information obtained to estimate recurring costs; Interprets and resolves conflicts in budgetary guidance and regulations; Prepares and implements a detailed fund distribution schedule for the Medical Center; Distributes funding to fund control points, grants access to fund control points; Assures that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives; Creates, reviews, and analyzes budget reports on a bi-weekly, monthly, and quarterly basis, noting trends and analyzing variances; Communicates with management in order to design budgets based on relevant information that reflects the customer's needs; Takes action to effectively solve problems before they have an adverse impact on the organization; Performs other related duties as assigned. Qualifications

To qualify for this position, you must meet the following requirements: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Budget Analyst. Typically, this work would be found within the financial field or a field that is closely related to budget, finance and accountant type positions; and provided knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience is overseeing budget expenditures, assisting with preparing operating plans, projecting funding, resolving budgetary conflicts, monitoring funds, and preparing budget reports for management. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting, if related. Education cannot be credited without documentation. ~OR~ Combination:Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, with trips to various services throughout the Medical Center for training, reporting, or information gathering.
