Duties

May serve as coordinator and technical advisor for one or more outdoor recreation programs. Provide recommendations to managers on recreation program needs, priorities, and strategic goals. Advise and assist in the development and timely dissemination of information concerning program activities and responsibilities. Coordinate with managers, planners, and resource specialists to identify recreation program requirements and resource needs on a local scale and develop long and short-term outdoor recreation plans to address needs. Coordinate recreation program activities with other BLM District and Field Offices, as well as local governments, other Federal agencies, private organizations, and the general public. Develop and maintain effective working relationships with academic institutions, advisory boards, non-governmental organizations, and interest/user groups concerned with public land management. Research, identify, and facilitate partnerships, cooperative agreements, and/or memoranda of understandings with other agencies, institutions, or organizations in order to encourage and facilitate cooperative management strategies. Participate on inter-agency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures at the State Level. Represent the local office manager when working with other internal and external organizations. Represent the Bureau at management and professional conferences, seminars, and other events for the purpose of exchanging information, presenting technical and policy information, and advancing advocacy for public lands stewardship. Research and reply to requests from special interest groups, and questions from the general public. May oversee the operation of public use sites, permit programs, concessionaire operations, facilities, etc. May conduct outreach to promote recreational opportunities on public land. May recommend new signage, brochures, displays, and other public information materials, and/or the construction of new recreation facilities and structures. May prepare, administer, and serve as Contracting Officers Representative (COR) on local recreation related contracts. May administer interpretive/ educational programs. May serve as work leader over lower graded employees and/or volunteers.

Qualifications

To be eligible, an applicant must: Recent Graduates A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series. You must submit a transcript or proof of degree/certificate. Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns. Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. Preparation or review of plans and programs for natural resource utilization and recreation area development. Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. For GS-07: In addition to meeting the education requirement, you must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) researching and/or replying to requests from special interest groups, and questions from the general public regarding outdoor recreation programs; (2) performing fact finding, analytical, or interpretive work to support assignments; (3) analyzing data related to existing and potential recreation resources in order to identify prominent trends; (4) preparing data summaries and basic drafts of supporting material for inclusion in resource study reports. -OR-Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-09: In addition to meeting the education requirement you must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) researching and/or replying to requests from special interest groups, and questions from the general public regarding outdoor recreation programs; (2) performing fact finding, analytical, or interpretive work to support assignments; (3) analyzing data related to existing and potential recreation resources in order to identify prominent trends; (4) preparing data summaries and basic drafts of supporting material for inclusion in resource study reports. -OR-related master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D.; -OR-Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.

This position has a positive education requirement which requires that you have Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.
