The Program Support Assistant (OA) position, is located in the Nursing Department at the Lt. Col. Luke Weathers VA Medical Center located in Memphis, TN. The position is responsible for planning and providing a wide variety of clerical and administrative support duties within the Office of Patient Care Services. The position reports to the Chief Nurse of Operations/Education.

Duties

The Program Support Assistant is responsible for planning and providing a wide variety of clerical and administrative support duties within the Office of Patient Care Services in support of the overall administrative and human resources staffing support functions of the office. The major duties and responsibilities include but are not limited to: Facilitate processes for all Nursing Professional Standards Boards (NPSB). Ensure completeness of boarding packet/compensation panel packet, verifying accuracy of information with appropriate staff and with appropriate systems (WebHR, HR Smart, VETPRO, LEAF applicable Excel spreadsheets, etc.). Make sure all functional statements are in the current format prior to going forward to the Board and will upload a copy of each functional statement into the correct Shared Drive/location. Coordinate the scheduling of the actual Board (on or off station) in a timely manner and ensuring the proper staff are notified of dates. Process Board results in a timely manner to include getting required signatures, information appropriate Human Resources staff of the results of the Board so final personnel actions can take place (if required). Assists in the timekeeping processes using Acustaff and VATAS and is a back-up for all ADPAC duties for the Nursing Department. Assists in managing the incentive awards program within the Nursing Department. Provides assistance, advice and detailed procedural guidance and instructions to supervisors to assist them in preparing and initiating meaningful and appropriate monetary, honorary, and time off awards. Maintains working knowledge of the Personnel Identity Verification (PIV) badging system and coordinates clearances as necessary. Assists the supervisor in the internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Independently secures the required administrative and managerial support to meet operating requirements. Work Schedule: Monday - Friday (0700-330p, 0730-400p, 0800-430p) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of nursing policies and procedures, to include goals and objectives of various nursing elements to insure the effective operation of the Nursing service and adherence to Medical Center Management Programs. Knowledge of nursing functions and procedures to perform such duties as distribute and control mail, refer phone calls and visitors and provide information which might require research, tact, and diplomacy. Expert knowledge of regulations and procedures governing pay for nurses. Time and Attendance skills within VATAS/Acustaff for preparation of timecards and payroll functions; ability to record, reconcile and balance pay data accurately. Knowledge and skill in operating within a network of personal computers and other related equipment such as shared multifunction devises and printers. Knowledge of office automation programs such as word processing, PowerPoint, email, calendar management, Human Resources databases, and spreadsheets. Knowledge of statistical process control programs to assist in preparing reports. Knowledge and ability to make mathematical computations and knowledge of Fiscal procedures to assist in preparing reports. A broad knowledge of procedures concerning personal administration and a practical knowledge of the operations, regulations, principles and peculiarities applicable to the assigned responsibilities. Knowledge of timekeeping procedures in handling problems concerning holiday pay, overtime, unschooled hours and all types of extended leave situations for Nursing staff. Ability to communicate orally and in writing with a variety of people from different backgrounds and different levels of understanding to effectively communicate with them. Knowledge and ability to prepare memorandums to other departments and services. The use of grammar, spelling, punctuation, and established formats is necessary to recognize and correct errors in correspondence and reports . You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending, lifting (up to 40 pounds) or prolonged sitting may be required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
