This position is located in a Consolidated Patient Account Center (CPAC) under the Chief Financial Officer (CFO), Cash Management Division with the incumbent serving as a Cashier. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
The physical location of the position is 2500 S. Lakemont Ave. in Orlando, FL.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.
Performing cash processing functions and operations involving the receipt, disbursement, examination, deposit, and custody of cash and other clerical or administrative tasks;
Receiving and/or disbursing cash in accordance with the corresponding laws, rules, and regulations for the particular transaction;
Ensuring the fulfillment of regulatory requirements associated with depository functions;
Exercising responsibility for the direct support of agency cash/check/electronic funds transfer processing functions;
Examining collections for negotiability and utilizing the VISTA system to record transactions;
Reporting any loss or shortage in funds under his/her control to the Treasury Department;
Ensuring conformance to procedures and instructions contained in the Department of Treasury Manual of Procedures and Instructions for Cashiers;
Examining and performing quality audits of deposits in order to ensure regulatory issues are met;
Reconciling cash accountability and reviewing vouchers for completeness, accuracy, and propriety before making payment;
Referring questionable vouchers for audit prior to disbursement;
Processing cash-link deposits and e-payments in a timely manner;
Meeting the needs of customers while supporting VA missions;
Communicating and treating customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner;
Providing the customer with consistent information according to established policies and procedures;
Handling conflict and problems in dealing with the customer constructively and appropriately;
Performing related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-05: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-04 grade level in Federal service. Specialized experience includes: experience in a financial/accounting field; using a computer to enter/retrieve financial data; using a calculator to perform basic calculations; handling cash or cash equivalent items to perform transactions; and communicating effectively with customers on the phone, in person, or by email. This experience must be detailed in your resume to receive credit. ~OR~
A bachelor's degree or 4 years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. An equivalent combination of specialized experience and post high school education as described that demonstrates your ability to perform the duties of this position. For the GS-05, only education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. Your experience must be detailed in your resume and transcripts required.

To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in Federal service. Specialized experience includes: performing financial/accounting duties in a healthcare environment; understanding insurance/medical terminology; using a computer to enter/retrieve financial data; using a calculator to perform basic calculations; handling cash or cash equivalent items to perform transactions; auditing/reviewing work for completeness and accuracy; and communicating effectively with customers on the phone, in person, or by email. This experience must be detailed in your resume to receive credit.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is performed in a normal office environment.
