The primary purpose; serve as the single point of contact for interface between the Training Devices, Training Systems, and Ground Based Training Systems contractors, major command managers, Contracting Administrative Office which includes the Administrative Contracting Officer and Procurement Contracting Officer, functional users and base support organizations.

Duties

Manages overall surveillance of contractor's work performance by performing inspections and through assigned Quality Assurance Specialists. Ensures the provision of required government-furnished services to the contractor through request and coordination with other base support activities such as civil Engineering, Safety, Security Forces, supply, etc. Meets with wing and squadron training personnel to determine training schedules. Serves as member/evaluator for pre-award survey teams and acquisition/modification source selections relating to the training systems. Provides briefings to local and higher management officials on the status of training systems operations.

  • Required to take frequent temporary duty travel (approximately 25% of time) as funding permits or needs dictate in accordance with DoD Joint Travel Regulations.
  • Will be required to work irregular hours, overtime, weekends, emergency call back, holidays, etc. to perform surveillance of all contractors' performance and implementation of contract requirements, preventive maintenance programs, etc.
  • This is a "key" position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes technical working knowledge of maintenance and repair procedures, modification procedures, configuration control procedures, security and safety programs, operation characteristics, courseware development/maintenance, classroom/cockpit instruction, and contractual requirements for training devices and systems such as simulators, computers, visual systems, pneumatic/hydraulic systems, courseware. and instructional practices and skills in applying this knowledge to planning and developing Performance Plans (PP) used in the assessment of contractor performance. Knowledge of quality assurance/control concepts practices for Ground Based Training Systems and all associated support systems, to include hardware, software, support equipment, metrology, courseware development/maintenance, and instruction, and skill to plan, develop, and implement quality evaluation plans for contractor support of Ground Based Training Systems and associated support systems. Broad knowledge of Air Force and DoD acquisition functional responsibilities and procedures and the role of quality assurance to integrate, coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, tests and evaluation, ect. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., related degree from an accredited college or university (Note: You must attach a copy of your transcripts.) ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable acquisition policies and procedures related to: logistical support, configuration management, contractual requirements and the quality control of contractual agreements, Contractor Logistical Support (CLS) contract procedures to include management, analysis, sampling plans and procedures, quality and statistical methodology. Knowledge of computerized electronic systems, equipment and instruments and controlling software and hardware used in training systems. 2. Knowledge of proper formats for preparing and presenting various types of oral and written communications. 3. Knowledge of maintenance procedures and Tech Order system for training devices and systems. 4. Knowledge of applicable safety guidelines and procedures. 5. Knowledge of applicable guidelines for the handling of sensitive documentation. 6. Knowledge of guidelines for ethical conduct as found in DOD 55007-R, Joint Ethics Regulation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
