THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory Supply Systems Analyst, Position Description Number T5290000 and is part of the USPFO Property Management Branch of the Vermont Army National Guard.

Duties

This position is Branch Chief for the Materiel Management Branch, Supply and Services Division of the United States Property and Fiscal Office (USPFO). The primary purpose of the position is supervision of subordinates and analysis of supply management procedures, services, and directives. 1.Manages the Retail Supply Standard Army Management Information System (STAMIS) in the Material Management Branch. Reviews, analyzes, and interprets supply directives and guidelines to formulate and implement effective operating procedures to achieve optimum logistical support. Develops criteria and administers procedures to affect and ensure the validity of the quality assurance programs within the branch. Performs analysis and assessment of logistical program requirements to eliminate problems and deficiencies. 2. Develops and establishes controls to ensure that results of workload requirements identify systemic problems and enhance mission accomplishment. Performs surveys and studies of branch supply operations to determine proper application of improved supply methods. Analyzes data input and statistics extracted from data processing systems to assure adequacy and accuracy of products and functions. Determines and analyzes trends in effectiveness and efficiency to be used for improving undesirable conditions, accountability of items, expenditure of funds, and management of resources within the branch. Oversees the preparation of budget estimates and maintenance of funds accounts for the branch. 3. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. --Performs other related duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. Minimum Requirements: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems Specialized Experience: GS-09 - Must have at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for this level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. CONTINUATION OF CONDITIONS EMPLOYMENT & NOTES: -Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Please be advised: 1.
