This Equipment Specialist position is located in the Office of Secure Transportation, Office of Technical Services (OTS), Engineering Systems and Technology Division (ESTD), and serves as an Unmanned Systems Program Manager (Equipment Specialist), utilizing unmanned aerial vehicles (UAV), counter-unmanned aircraft systems (C-UAS), unmanned ground vehicles (UGV), or other robotic, optical, or electronic technologies, to provide support to OST mission operations.
Duties
As an Equipment Specialist, you will:
Develop and provide to senior leadership a sustainable, long-range, C-UAS and unmanned systems vision that is highly secure and responsive to mission needs.
Work with OST management and other stakeholders to define mission and training requirements for new unmanned systems, C-UAS, and future upgrades to existing systems.
Effectively plan projects, applying project management principles, methods, and practices to ensure that projects meet requirements and schedules within budget.
Manage all C-UAS and program developments through system design, implementation, and support, to meet changing mission and training requirements.
Ensure that projects and systems have been granted all necessary approvals to operate, for example, the Certificate of Waiver or Authorization, and have implemented all required security and safety controls.
Negotiate and communicate with a large and diverse set of stakeholders to address concerns, prioritize objectives and resources, and settle conflicts.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03, or GS-12.
Specialized experience for this position is defined as demonstrating considerable experience with state of U.S. unmanned aerial vehicles and C-UAS in use, as well experience with adversarial systems currently in use; experience in applying Federal Aviation rules, directives, circulars, NOTAMS, and other legal materials necessary to establish a viable, compatible, C-UAS program; and ability to apply project management principles and practices sufficient to manage the full life-cycle for unmanned systems, including requirements, design, testing and evaluation, production, operations, maintenance, budget, long-range planning, and equipment retirement.
Examples of Specialized Experience:
Experience with planning projects, applying project management principles, methods, and practices to ensure that projects meet requirements and schedules within budget.
Experience ensuring that projects and systems have been granted all necessary approvals to operate and have implemented all required security and safety controls.
Experience negotiating and communicating with a large and diverse set of stakeholders to address concerns, prioritize objectives and resources, and settle conflicts.
Experience working with management and other stakeholders to define mission and training requirements for new C-UAS and unmanned systems and future upgrades to existing systems.
Experience developing a sustainable, long-range, C-UAS and unmanned systems vision to senior leadership that is highly secure and responsive to mission needs.
