This position is organizationally assigned to one of twenty-one Veterans Integrated Service Networks (VISNs) within the Veterans Health Administration (VHA). VISNs are integrated health care systems serving Veterans across a broad geographic area that provide a full continuum of health care activities through community-based and in-home programs, medical centers, clinics and extended care facilities.
Duties
The VISN Deputy Chief Financial Officer (Deputy CFO) will serve as the Deputy to the official for financial activities within the VISN. Reporting to the VISN Chief Financial Officer, the Deputy will have operational and supervisory responsibilities for the formulation, presentation and execution of the network's budget, as well as operational responsibility for the Managerial Cost Accounting Department and the Decision Support System across the VISN 15 network. The Managerial Cost Accounting Department supports and maintains the Decision Support System, an integrated management data repository to include various management reporting applications. The Deputy CFO will work closely with the CFO and coordinate the network's financial management activities with the facility fiscal officers to ensure compliance with Departmental and VHA financial policies.

The Deputy CFO has oversight responsibilities for the Network's Managerial Cost Accounting Department. MCA is an integrated department of 21 employees (1 Manager, 3 Leads, 7 Site Managers, 8 Site Analysts & 2 Processors) located throughout the VISN 15 network. The incumbent will provide technical support to budget formulation functions maintained at the field facility level.
The incumbent actively participates at the senior management level within the VISN in overall planning and VISN management activities.
As a member of the VISN management team, the Deputy CFO serves as a backup leader in negotiating opportunities to obtain, re-engineer, share and conserve resources in areas of staff, funding, communication and training in the application of managed health care.
The Deputy CFO will work with VISN leadership in maintaining research and assisting implementation of the VISN financial plan and budget. The Deputy CFO works with the VISN financial staff to assure sound fiscal performance, helping to develop and disseminate management reports; and provides technical support to the development and maintenance of a managerial information system.
The incumbent is responsible for coordinating resource planning and allocation activities throughout the VISN including ensuring compliance with VACO policy and the proper use of funds.
The incumbent provides support for outcomes, assessments, cost-benefit analyses, and assists with business planning and monitors fiscal viability.
In the absence of the Financial Manager, the Deputy CFO is called upon to provide counsel on all activities within the VISN to assure a reasonable balance and equitable distribution of health care resources.
Through assimilation of all current budgetary and accounting data, the incumbent maintains a comprehensive resource database from which optimal performance and cost effectiveness may be assessed and trends projected.
Specific leadership and management responsibilities include: Providing consultation and training for finance staff assigned to the VISN as assigned by the CFO; Consistently strives to achieve financial goals to demonstrate value for resources expended; Utilizes and communicates various measures of management and fiscal efficiency; Fosters a corporate culture of public service, accountability and excellence.
Work Schedule: 7:30am - 4:00pm CST, Monday - Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for regular telework six or more days per pay period.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
