This position is located with Bonneville Power Administration (BPA), in TLM Redmond (TFRF), Redmon District (TFR), Transmission Field Services (TF), Transmission Services (T). The Lineman Foreman III position is characterized by a predominance of duties associated with general responsibilities for a major transmission maintenance District. This District comprises a number of transmission line facilities within a geographical boundary.

Duties

As a Lineman Foreman III, you will: Assign Duties. Plans and schedules daily work assignments to insure maximum use of resources and achievement of priority work within guidelines established by the Regional Manager. Explains overall nature of work to be performed and each employee's part in it. Directs performance of projects and delegates jobs to subordinates. Maintain Discipline. Leads, influences, and maintains discipline of subordinate employees. Insures compliance with regulations, procedures, and working rules. Enforces Safety Rules. Instructs crew in proper work and safety practices, and enforces safety regulations and safe work practices. Investigates all accidents involving subordinates. Completes required accident reports promptly. Reviews and Inspects Work. Responsible for completing the assigned jobs properly and effectively, reviewing and inspecting the work of subordinates. Informs supervisor of conditions found and work performed. Conditions of Employment: Establish a residence in accordance with negotiated requirements, that is within one hour or less commuting time under normal weather and road conditions, to the duty station headquarters. Extended periods of travel may be required. If exposed to health hazards, have periodic physical examinations as prescribed by competent medical authority at BPA expense. (Employees will work in close proximity to substances such as solvents, PCB's, chemicals, et.c., which may have effects on health unless prescribed handling procedures are followed.) Become familiar with and follow the safety practices of the BPA Accident Prevention Manual. Possess valid First Aid Card, CPR Card, and an electrical worker's permit or obtain within 30 days after appointment. Possess valid commercial driver's license (CDL) with all endorsements that are required to operate TLM equipment from state of residence. Traffic citations indicating poor driving habits may disqualify applicants. Subject to call for emergency work at any time. Obtain certification on the equipment associated with line maintenance if assigned to use or operate. Operate motor vehicles and equipment normally used in line maintenance and construction. Obtain certification as a flag person. As part of the job requirements, the Lineman Foreman III/III(T) shall be required to apply restricted use pesticides and, at the discretion of the Regional Manager, may be required to obtain a pesticide applicators' permit. The Administration shall provide the necessary training for such a permit. Become certified to take a clearance within 30 days after reporting for duty. Occasionally, fly in helicopter or fixed wing aircraft in the performance of assigned duties.

The screen-out element for this position is: The Ability to successfully perform the work of a Lineman Foreman III is defined as the ability to lead or supervise work such as assisting in planning the safe performance of the following duties: construction, emergency restoration, and maintenance work (including hot line maintenance) on either wood pole or steel tower lines including excavations and footings framing and erecting towers and poles, installation dead-end and suspension insulators and hardware, stringing single or multi conductors and fiber optic cables, splicing, sagging, installation of conductor accessories and clipping conductors. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical effort: Drives vehicles to and from work sites; patrol lines; operate heavy and specialized line equipment. Average of 2 hours per day with a maximum of 5 hours. Able to climb poles (average 65 feet, maximum 110 feet) and towers (average 100 feet, maximum: 535 feet), in all weather conditions; may average 4-6 climbs per day (more when inspecting lines and during apprenticeship program). Operates trucks, heavy equipment, specialized line/utility equipment, and to climb poles/towers. Must be able to work from ladders and other aerial equipment. May walk for extended periods and distances (over 1 mile) while accessing/patrolling sites over rough, steep and uneven terrain. Lifts tools and equipment. Average is 30-50 pounds. Requires agility and ability to work in awkward positions while at heights and encumbered by equipment, tools and materials. Working Conditions: The Lineman Foreman III/III(T) will normally be exposed to the same conditions as Lineman, but such exposure will not be for the same periods of time or with the same intensity. For example, the Lineman Foreman III/III(T) may climb wood and steel structures near energized equipment for purposes of observing work progress and/or instructing, but usually for shorter periods of time than the journeyman and will not normally work with tools of the trade. The Lineman Foreman III(T) may work with the tools when supervising not more than two other journeyman Linemen or four other employees. The work environment will occasionally include high noise levels and/or exposure to hazardous substances (i.e., solvents, PCB's, chemicals, etc.) that could, if precautions are not followed, pose a health risk. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled. Emergencies, critical system conditions, or outage limitations may require that work be at night and/or under time restraints. System priorities may require extended periods of overtime including working weekends.
