Serves as the Director, Materials and Processes Laboratory, at the Marshall Space Flight Center (MSFC). The Director plans, directs, and coordinates research and development in material science and engineering and process engineering involving disciplines of physical and analytical chemistry, engineering physics, metallurgy, metallurgical engineering, corrosion research, lubrication, nonmetallic materials processing, and related areas in support of directorates and other Center elements.

Duties

This position reports to the Director of the MSFC Engineering Directorate. The Director, Materials and Processes Laboratory: Plans, directs, and coordinates research and development in material science and engineering and process engineering involving disciplines of physical and analytical chemistry, engineering physics, metallurgy, metallurgical engineering, corrosion research, lubrication, nonmetallic materials processing, and related areas. Exercises managerial supervisionof a multi-disciplined, highly-sophisticated technical organization comprised of laboratory and other professional support personnel. The incumbent leads the organization responsible for activities ranging from basic material research and characterization through full-scale development, certification, and/or flight verification. Monitors and evaluates contractor performance. Represents the Center, provides technical guidance and support within the areas of assignment to NASA Headquarters and to the industrial and engineering/scientific community within the U.S. As a member of the strategic planning and evaluation staff of the Engineering Director, participates with the Center Director and other Center officials in the development of broad Center policies, procedures, and operational schedules for implementing assigned missions and developing partnerships. Assures continuous cooperation and coordination between functions such as other Center organizations, NASA Centers, external partners, and contractors with respect to development and implementation of assigned programs. Serves as the authority in the scientific and technical fields assigned to the laboratory and the prime source of authoritative technical information concerning functional assignments, future needs, states of progress, and problem areas. As a recognized expert (leader) in the field of materials, processes, and manufacturing engineering for major research and development programs, represents the Engineering Director and Center Director in providing expert advice to senior managers across a wide spectrum of industrial and government institutions. Is responsible for carrying out assigned duties and responsibilities in a manner consistent with the safety, health, and environmental policies set forth by the supervisor. Reports existing or potentially hazardous situations and close calls to the supervisor and assists the supervisor in eliminating these conditions. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1 - Demonstrated experience in engineering and/or research and development for high technology materials and material development processes for propulsion and space systems applications, including advanced and traditional manufacturing facilities, and ground-based and space-based manufacturing capabilities. MTQ 2 - Demonstrated experience managing a diverse, multi-disciplined, highly-sophisticated technical organization with activities ranging from basic research and characterization through full-scale development, certification, and/or flight verification.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
