The Cheyenne Health Care System is hiring a Licensed Professional Mental Health Counselor (Program Coordinator) for the Loveland, CO location.

Duties

Major duties and responsibilities of this position: Clinical Provides clinical services including direct Veteran care to SUD IOP enrollees. Provides individual, group, and family therapies as well as psychological assessment. Conducts comprehensive psychosocial assessments. Reviews all data, subjective and objective, and makes a clinical assessment, identifying needs and strengths. Effectively uses professional skill, objectivity, and insight. Uses clinical training, insight, and experience to interpret data and to identify viable treatment options. Assesses high risk factors, acuity and need for services. Develops comprehensive treatment plans in coordination with interdisciplinary team members, including goals, objectives, and interventions for psychosocial clinical treatment. Adjusts the treatment plan and interventions based on the changing needs, response to interventions, and to improve outcomes. Adheres to HIPPA, privacy regulations and VHA Directives related to release of information. Responsible for completion of all assigned clinical reminders for patients under the incumbent's care, and performance measures assigned to the program and/or Mental Health Service Line. Provides crisis intervention when indicated including evaluation, assessment, triage, initiation of / support in Emergency procedures, and disposition of patients experiencing behavioral health emergencies. Serves on Interdisciplinary Treatment Team(s). Administrative Participates fully in peer review, assessing the quality of professional counseling and psychology standards provided in the organization. Responsible for identification of patient problems requiring consultation with other multi-disciplinary medical center staff and making appropriate referrals. Serves as a consultant, liaison, and point of contact for programs within the Mental Health Service Line, throughout the hospital, and within the community. Regularly participates in a variety of meetings as directed by the SUD Program Manager and/or Associate Chief of Mental Health for SUD & Trauma Services. Attends MHSL Staff Meetings. Participates in education/CME lectures, specialty care programs, and/or clinics as assigned by the SUD Program Manager. Responsible to oversee the day-to-day operations of the SUD IOP staff. Collect data, keeps administrative records, monitors Veteran and program clinical indicators, thresholds, and performance measures. The incumbent is responsible for preparing reports and statistics for CVAHCS, VISN, and national use, as well as drafting responses to Congressional inquiries. Evaluates the quality of the professional services provided. The incumbent devises methods of obtaining and evaluating data to determine the effectiveness of treatment and identifies consistent qualities of successful and non-successful interventions within SUD IOP. Responsible for oversight of required clinical records as well as any reports due to higher level reporting agencies (e.g., MH Leadership, Facility-Level Executive Leadership, VA Central Office, etc.). The Program Coordinator is responsible for assisting and coordinating clinical and support program development across disciplines and with other Service Lines. Participates actively in Performance Improvement (PI) activities, including taking lead on SUD IOP related SAIL measures. Participates in local, VISN, and national committees/community networking activities as requested by MHSL or facility leadership. Is required to maintain current BLS and/or First Aid certification and remain current on all licensures. Performs other duties as assigned. Education/Training, Applies new approaches to patient care through integration of approved investigative methods in clinical practice, basing interventions on evidence of effectiveness. Provides and, where appropriate, referring patients, families, and significant others for counseling in health maintenance and disease prevention. Promotes patient independence and achievement of optimal health through appropriate psychosocial education and community referrals. Participates fully in educational development through standard section meetings. Assumes responsibility for professional development by attending relevant training and regularly reviewing the literature to improve clinical competencies. May provide clinical supervision for counseling licensure; may serve as Agency Field Instructor for counseling graduate students enrolled in CSWE-accredited education programs as part of the VHA Associated Health Trainee Program. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.) Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. Grandfather Provision. All persons employed in VHA in as LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees in an occupation that requires a licensure, may be reassigned, promoted up to and including the full performance level, or demoted within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial positions. (2) Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. (5) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team Preferences: Ability to organize and manage the delivery of comprehensive SUD Services using a variety of modalities to include VVC/WebEx Experience in tracking and monitoring Veterans admission and completion dates Manage multiple program requirement at two separate locations (Cheyenne and Northern Colorado) Coordinate, design and execute comprehensive program schedules utilizing evidence based practices Experience with providing education and consultation regarding SUD services to other programs and disciplines References: VA HANDBOOK 5005/106 PART II APPENDIX G43 The actual grade at which an applicant may be selected for this vacancy is the GS12. Physical Requirements: Typically, the employee sits comfortably indoors to do the work. This position requires potentially long periods of continued walking; standing; sitting, bending; carrying of light items such as papers, books, small parts; or driving an automobile; etc. Use of fingers, both hands required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16", hearing (aid permitted), clear distinctive speech.
