You will serve as a Program Analyst in the Security Office of the Executive Department at the TRIDENT REFIT FACILITY, BANGOR.

Duties
You will prepare instructions, operations policies, procedures, guidelines, etc., concerning assigned programs, with support and advice from senior management.
You will gather, interpret, analyze and correlate large amounts of narrative and statistical information.
You will review past and present standards, workload, and deviation from standards and validate requirements.
You will update local directives and manuals with support and advice from chain management to ensure the command complies with higher-level policies to support the Navy's mission.
You will recommend changes and adjustments to ensure proper and adequate accomplishment of major goals and objectives.
You will analyze, extract, summarize, and identify trends and issues; forecast and estimate program requirements; and make presentations and conduct training as required to support program needs.
You will utilize server folders, files, and MS SharePoint.
You will have a thorough understanding of the Records Management Program with clear understanding of proper electronic file naming criteria, and records retention requirements.
You will develop models for analyzing program studies to determine effectiveness; collect, review, evaluate, and interpret data; and develop measurement criteria and procedures to meet the needs of an assigned study.
You will prepare reports, point papers, and presentations to support analytical studies for internal use as well as for command level presentations.
You will develop program plans to lead Department leadership in establishing, monitoring, and updating their program's mission, goals, and strategies.
You will utilize appropriate management techniques for measuring and improving the efficiency and effectiveness of the Department programs and its processes.
You will support continuous process improvement efforts to reduce unnecessary administrative burdens and increase overall performance of the program.
You will develop and implement systems and methods for completing and evaluating program self-assessments, including recommending, implementing, and integrating changes when needed throughout assigned programs.
You will provide guidance, assistance, oversight, and advisory problem solving services concerning local programs.

Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector analyzing program or business requirements to determine funding and manpower or resource needs for the optimization of program effectiveness.
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector determining program or business requirements needed by assessing quantitative data to improve the effectiveness of program operations in meeting established goals and objectives.

Education
In lieu of specialized experience, you may qualify for the
GS-11 Grade Level with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to this position being filled.

In lieu of specialized experience, you may qualify for the

Possession of an LL.B. or J.D. that is related to this position being filled.
