Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as providing contractor oversight and logistical support to program management and site leadership at emergency and environmental cleanup sites under various environmental laws and authorities - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position - OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as providing contractor oversight and logistical support to program management and site leadership at emergency and environmental cleanup sites under various environmental laws and authorities; and advising site leadership regarding financial management, obligation, and/or expenditure of contract funds.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of general accounting principles as applied to contractor cost accounting and control; 2) Knowledge of various types of contracts and the different methods necessary for managing them; 3) Knowledge of typical and routine business practices employed by Time and Materials contractors including cost management, subcontracting and equipment procurement; 4) Knowledge of accounting principles and concepts; 5) Skill in qualitative and quantitative analyses; 6) Skill in oral communication; 7) Knowledge of Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Oil Pollution Act (OPA).
