The Time and Leave Clerk of the Nursing Department at the Veterans Affairs Caribbean Healthcare System is located in the Nursing Administration Office with the purpose of maintaining accurate documentation of the time and Leave of all Nursing Service. The incumbent maintains close communication with the Nursing Leadership group and employees ensuring time and leave is posted timely and corrected.

Duties

The employee is assigned to Nursing Service, which is composed of approximately 1,400 FTEE. The incumbent performs all the duties as outlined in this position description, which includes timekeeping, clerical duties, and typing. The duties are representative, but not inclusive of those performed in the assignment. Duties include, but are not limited to: Works closely with the Associate Director, Deputy Associate Chief, Chief Nurses, and Nurse Managers of Nursing Service, to determine the status of employees on continuation of pay with regard to official dates approved by Employee Health and Human Resources Management Service. Serves as liaison between Nursing Service and Fiscal Service on time and leave issues. Initiates complex leave audits and other time & leave related summary reports. Requests and maintains all required supporting documents for time & leave, such as medical certificates, on call duty schedules, advanced sick leave, military leave, leave without pay, time off awards, advanced leave, continuation of pay forms OWCP (on the job injury), Family Friendly Leave and accurate files of tours of duty. Takes immediate corrective action to produce a corrected T&A report when necessary, and notifies supervisory personnel for certification of reports prior to the end of the next pay period. Organizes work independently, determines priorities, completes routing duties, avoids backlogs, and prepares for unexpected absences. Maintains current manual of policies and procedures related to time and leave. Treats internal and external customers with courtesy, respect, and dignity in accordance to the EEO regulations. Covers Nursing Office reception / telephones during leave time of Nursing Office clerks or as needed. Work Schedule: 7:3-am-4:00pm Monday through Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms. 2.) Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.) Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes 4.) Knowledge of how to perform one's job. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 4 years' education above high-school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Some walking, standing, bending and continuous work in front of a computer screen is required.
