The Acquisition Management Branch manages/ coordinates/monitors acquisition, procurement, contracting, and property management programs and services for ORS. The primary focus of this role is on animal procurement and purchasing animals ordered through the Centralized Animal Procurement Systems. The Purchasing Agent will use their experience to find and engage with one of the four selected NIH vendors, guaranteeing ethical animal sourcing and procurement to satisfy the unique research needs.
Duties
Work involves different processes and methods such as making a variety of purchases against established contracts or different solicitation methods, depending on certain variables.
Contacts vendors/vendor representatives to advise them of ordering requirements and technical specifications and to discuss price quotations and other matters related to the purchase.
Prepares and evaluates vendor list and unit prices to secure a fair and reasonable price for volume/bulk orders (by credit card and BPA) and determines prices that appear excessive or underestimated.
Verifies oral solicitations and written requests for quotations, analyzes offers or quotations received from suppliers or manufacturers.
Performs price analysis utilizing previous price history, commercial price lists, market prices or technical catalogs.
Determines price reasonableness and negotiates delivery schedule requirements.
Accomplishes acquisitions routinely requiring substantial involvement in the following: processing credit card orders, initiating requests for unilateral purchase orders, and preparing records of call, delivery orders, etc.
Procures specialized, often one-of-a-kind, equipment, supplies or services.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-07 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-06 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: handling purchasing requirements from initiation to post-award administration; recommending acceptance of the most advantageous offer and preparing papers for signature, including justification for rejection of low bids, and reasons for not advertising, as required; gathering information on purchase requirements and assisting in the negotiation purchase details; and assisting in selecting appropriate mechanisms for securing services, supplies, furniture and equipment.
You qualify at the GS-08 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: procuring a variety of equipment and services including those of a highly technical and sophisticated nature; performing cost/price analysis to determine price reasonableness for equipment and services; negotiating awards, and administering small purchase orders that involve the use of instruments that are not firm-fixed price; and selecting appropriate mechanisms for securing services, supplies, furniture and highly technical equipment.
