About the Position: This position is located at Naval Health Clinic Lemoore, in Lemoore California. A recruitment or relocation incentive may be authorized.

Duties

Perform manpower reviews in the context of knowledge, skills, volume, and quality of the work processes as opposed to cost effectiveness, labor availability, and training potential of the current workforce. Guide managers and supervisors who exercise their delegated authority for classification by advising on classification processes and assuring that all necessary technical work is completed prior to the processing of personnel actions. Plan, develop, and conduct internal review studies on activities and organizations of limited capacity. Collaborate with management on the preparation of new or revised directives and/or delegations of authority which express the operating policies of the activity. Perform internal management support services in the execution of civilian programs. Gather background information and prepares formal correspondence on full range of disciplinary actions Administer the Records Management Program (RMP) for the command by ensuring non-medical documents are managed from creation and storage through final disposition.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) applying analytical and/or fact finding techniques to evaluate the productivity and efficiency of programs or projects of an organization; 2) assisting in conducting studies to determine manpower requirements; AND 3) providing advice and/or assistance to management official on manpower issues ensuring directives and/or instructions are properly followed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-09. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer Service (Clerical/Technical)Organizational AwarenessQuality Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
