This position is located in a State/Area Office in USDA/Rural Development (RD). The incumbent serves as a Supervisory Loan Specialist (Realty), administering loan and grant programs designed to provide very low, low and moderate income rural residents with housing through insured and guaranteed single family housing (SFH) programs.

Duties
Serves as the state’s authority for Single Family Housing direct program policies and activities.
Designs, implements and directs a comprehensive single family housing loan and grant program.
Ensures that state office and field staff develop and maintain expertise in housing program law and regulation, credit counseling and loan processing, servicing actions and authorities, and customer service.
Ensures that loan/grant requests are processed, approved, and closed in accordance with Rural Development regulations.
Serves as liaison for Office of General Council, Office of the Inspector General, and Government Accountability Office on Housing matters.
Directly supervises specialists and technicians assigned to the State Office Single Family Housing section.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
