This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
You will serve as a Deputy Assistant Inspector General in the Office of Assistant Inspector General (OAIG) (Code 00N) of the Naval Surface Warfare Center Dahlgren Division.
Duties
You will identify, review, and interpret local and higher level regulatory and statutory requirements applicable to each hotline complaint.
You will conduct complex trend analysis to recommend proactive measures to combat fraud, waste, abuse, and mismanagement (FWAM).
You will perform analysis, uses judgment, discretion, and in depth knowledge of programs and principles to provide management and leadership, feedback and insight into the Hotline program and Command Evaluations and other focus area activities.
You will interface with the Commanding Officer, Senior Executive Service (SES) members, Command Staff and management officials for providing
briefings and advice on inquiries, investigations, and reviews.
You will perform the full range of investigative functions for assigned inquiries/investigations related to the Department of the Navy's Hotline Program.
You will support the Hotline Process from complaint intake through the development of a detailed investigative report, in accordance with applicable policies and procedures.
You will analyze each complaint received by the Hotline, determine the appropriate course of action, complete critical documentation, and ensure the Naval Inspector General Hotline Tracking System (NIGHTS) is adequately maintained.
You will conduct expert-level investigative fact-finding and analysis, and employ investigative methods to resolve issues involving contradictory or inconclusive data gathered.
You will analyze complaints to identify issues and potential violations, and perform violations analysis of legislation, regulation, and policy.
You will determine the scope of each allegation for investigation, and develop and organize investigative plans.
You will establish the relationship of facts, recognize trends, and develop evidence.
You will write inquiry/investigative reports and provide recommendations to deciding officials.
You will provide guidance to junior and other investigators in conducting investigations.
You will utilize advanced investigative techniques to independently interview personnel including subject matter experts (SMEs), witnesses, and subjects to collect pertinent information.
You will collect, maintain, and analyze inquiry/investigation performance measures and metrics for the Hotline Program to identify trends and assist in management decisions.
You will develop and maintain outlines of proof (OOP) to identify elements and organize evidence to prove or disprove a violation, determine the scope of each investigation, and develop and maintain investigative methods in an investigation plan.
You will execute expert-level analysis of findings and make recommendations for policy/procedural changes to preclude recurrence of improprieties or correct conditions uncovered during investigations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles to conduct administrative inquiries, investigations, or audits to identify violations of laws, rules, or regulations. Examples of qualifying experience may include (1) knowledge and experience in planning, coordinating, and conducting Inspector General (IG) investigations to determine the facts and circumstances using investigative techniques; (2) knowledge and full spectrum skill sets to evaluate programs and processes where boundaries of the projects/studies are extremely broad and difficult to determine in advance to ensure that funds, personnel, equipment, and other resources are within legal and administrative constraints; (3) mastery of program support and management analysis, theories, concepts, practices, laws, policies, rules, regulations, precedents, and procedures related to investigations or reviews related to the Fraud, Waste, and Abuse Hotline Program; internal reviews; and external audits in order to resolve complicated management issues; (4) knowledge of the Council of the Inspector General on Integrity and Efficiency (CIGIE) and the CIGIE Blue Book on Quality for Inspection and Evaluation.
