The primary purpose of this position is to participate in the various phases of the Planning, Programming, Budgeting and Execution System (PPBES) and to examine, verify, and maintain complex accounting transactions and budgeting documents which involve a number of different programs, extensive subdivision of accounts, and frequent and varied adjustments to accounts.

Duties

Receives, reviews, and classifies complex transactions where guidelines lack specificity to requirements, circumstances, problems, and/or frequently changes. Analyzes and examines accounting data and accounts to resolve complex, nonstandard transactions, complaints, or discrepancies. Critical Independently performs tasks involving budget execution by compiling resource data from various financial management reports. Performs technical tasks in support of the financial analysis/budget process.

  • This is a Financial Management Level 1 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • Must be available to support mobility and Readiness Center operations in an exercise or contingency situation.
  • Work may occasionally require travel from the normal duty station on military and commercial aircraft.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. For more information, General Schedule Qualification Standards (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes examining, verifying and maintaining complex accounting transactions and budgeting documents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of extensive and diverse budgetary methods, practices, procedures, regulations, policies, and processes of the accounting system and related documents used to gather and analyze budgetary information. 2. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, work reports, or inventory and supply data. 3. Knowledge of financial processes, policies, procedures, and terminology. 4. Skill in preparing financial and administrative reports for assigned programs and projects. 5. Skill in monitoring and evaluating financial data and in developing and analyzing common trend lines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
