Duties
This Equal Opportunity Specialist position is located in the Traveler Engagement Division, Office of Civil Rights & Liberties, Ombudsman and Traveler Engagement Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Provides disability and Multicultural airport security screening complaints management services, technical assistance, advisory services, and guidance on complex, difficult, novel, and/or sensitive issues that impact the processing of complaints for the agency and the traveling public. Complies with applicable laws, regulations, policies and procedures, independently processes disability and multicultural complaints of discrimination and ensures timely and impartial disposition of complaints.
Communicates allegations of discrimination to management and other parties involved, works with affected parties to offer alternatives for resolution, resolve complaints and encourage informal resolution when possible. Uses advanced principles of Alternative Dispute Resolution (ADR) in complex complaint processing and applies experience and comprehensive knowledge to plan and conduct functional activities for projects and/or programs.
Uses various software programs, databases and automated systems to compile and analyze statistical and narrative Complaint Resolution (CR) data (e.g., discrimination bases, issues, and fact-patterns), identifies trends and isolates areas of concern, develops options and alternatives to build on positive trends and mitigate negative ones (e.g., training requirements), and makes recommendations to prevent potential problems and bottlenecks in complaints processing (e.g., mitigating risks of remands of CR matters).
The major duties described reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Experience applying Federal civil rights and liberties laws and regulations and conducting inquiries or investigations into allegations of civil rights violations, such as disability, race, ethnicity, national origin, religion, or gender; AND
Experience in assisting with conducting inquiries into allegations of civil rights violations; AND
Experience performing a range of administrative and office support assignments (i.e. compiling and tracking data, maintaining records, researching files and records); AND
Experience providing technical and/or EO policy guidance to individuals at various levels of an organization; AND
Experience drafting professional correspondence, legal documents or technical reports.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Experience in applying Title VI of the Civil Rights Act of 1964, as amended, and Section 504 of the Rehabilitation Act of 1973; AND
Serving as an ombudsman, mediator or as an Alternative Dispute Resolution practitioner facilitating informal conflict resolution and identifying the most appropriate path for each case; AND
Providing advisory services to managers, supervisors, and employees on all aspects of EO complaints processing; AND
Experience in independently conducting inquiries into allegations of civil rights violations; AND
Experience performing a range of administrative and office support assignments (i.e. compiling and tracking data, maintaining records, researching files and records); AND
Experience providing technical and/or EO policy guidance to individuals at various levels of an organization; AND
Experience drafting professional correspondence, legal documents or technical reports.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
