This position is aligned and established under the Office of the Associate Director for Patient Care Services (ADPCS) at the Tomah VA Medical Center, Tomah, WI. The purpose of this position is to serve as part of the executive leadership team, along with the Medical Center Director, the Associate Medical Center Director and the Chief of Staff.
Duties
Major duties include but not limited to:
Performs a wide variety of general administrative and clerical functions in support of the ADPCS.
Regularly takes action to provide consistency and continuity in the application of executive office administrative and procedural policies, processes, and procedures throughout the service.
Provides advice and guidance to subordinate staff offices concerning implementation and interpretation of administrative policies.
Receives all visitors and telephone call bound for the ADPCS.
Receives request from other organizations within the Medical Center, VISN 12, VACO, and VA for information concerning programs under the ADPCS's control.
Secures for the ADPCS documents, regulation, specific statistical and narrative program data or other matter of a technical nature from service files.
Serves as a buffer and acts as a liaison between the ADPCS and service personnel by providing accurate, timely advise on procedures, reports, requirements, and other matters necessary to implement policies, directives, and instructions.
Coordinates service and facility-wide annual professional activities and other assigned actions by eliciting necessary information and preparing the associated written memoranda, records and reports.
Manages and maintains the following records for service and nursing employees: automated employee database; automated patient-unit employee count and record; requesting assistance from ADP coordinator as needed.
Schedules appointments, coordinates meetings, and/or schedules conferences.
Transcribes conference calls, e.g., VA Central Office, and completes minutes for assigned committees, following-up in matters that need clarification independently.
Performs office automation duties using such software applications as electronic mail, desktop publishing, calendar, spreadsheet, database, and/or graphics.
Obtains and monitors the use of service, supplies, and equipment.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-6: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; maintenance of confidentiality of patient/employee information, electronic and print; the medical center performance improvement program; how to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment; ability to use office automation tools and techniques to support office operations; ability to prioritize, compile, interpret, analyze and summarize data in the completion of assigned work.
Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: uses Microsoft Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documentation and files; activating printers; inserting and deleting test; formatting letters, reports and memoranda; and transmitting and receiving e-mail. Knowledge and skill to coordinate the work of the office with other offices, including advising secretaries/clerical staff in subordinate offices on general clerical processes, reporting requirements, new procedures or regulations, and on information to be provided for use throughout the service.
Specialized Experience GS-8: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviews established procedures for procurement and tracking of office supplies and equipment, evaluating effectiveness; establishes new procedures for own office and for subordinate offices as required; comprehensive knowledge of the substantive programs of the service and of the duties, priorities, commitments, policies, procedures and program goals of the ADPCS sufficient to perform such task as eliminating conflict and duplication in office procedures and to maintain complete awareness of the clerical and administrative problems related to the organization's programs.
Preferred Experience: 1-2 years experience supporting an executive/leader in profession office type setting.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, etc. No special physical demands are required to perform the work.
