This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Your work will consist of inspection and construction management supporting field and office engineering.

Duties

At the GS-05, 06, 07, 08, 09 and 10 grade levels, the duties are developmental in nature leading to the full performance level of GS-0809-11. The duties are described at the GS-11 level. Review contractor's proposed work schedule for logic, adequacy, and feasibility and determine if schedules will be met. Monitor contractor’s quality assurance and quality control systems. Maintain and monitor daily construction logs, reports, and records and network analysis systems. Gather field data to negotiate contract modifications and claims. Perform Biddability, Constructability, Operability, and/or Environmental review of plans and specifications. Coordinate construction operations with contractors, customers, sponsors and private individuals to keep parties informed of construction status and discuss and resolve concerns and problems created by construction operations. Conduct quality assurance monitoring review in accordance with Memorandum of Agreements (MOA) for other agencies and customers. Participate in emergency and disaster operations. Attend safety meetings conducted by the Resident Engineer and/or contractor's representatives. Compile data and prepare a variety of correspondence, reports, and documents throughout the contract and construction period.

  • Ability to obtain and maintain a valid driver’s license.
  • Special training, licensing, certification, refresher courses, and/or permits, such as for OSHA, COR or ARCO duties, or flight line access.
  • Lifting items less than 50 pounds.
  • Use of safety and protective clothing, gear, and/or equipment.
  • Long periods standing, walking over rough, slippery, uneven or rock surfaces; recurring bending, crouching, stooping, stretching, and climbing.
  • Exposure to dust, strong odors, fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration; electrical hazards; moving parts and machinery
  • Exposure to outdoor conditions such as wind, rain, cold and hot weather, working near waterways, and potentials for flash floods.
  • Work locations may be remote sites.
  • Work hours may include night shifts and/or weekends.

Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05 Specialized Experience: One year of specialized experience which includes interpreting construction plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree (a) with a major study in [insert applicable field(s) of study in engineering, construction, or industrial technology]; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Specialized Experience: One year of specialized experience conducting construction inspections AND interpreting construction plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e. 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. GS-07 Specialized Experience: One year of specialized experience interpreting construction plans and specifications AND conducting construction AND documenting daily construction activities.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-08 Specialized Experience: One year of specialized experience identifying and recommending corrections to deficiencies for construction and modification projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience developing technical requirements and specifications for construction and modification projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two years of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-10 Specialized Experience: One year of specialized experience correcting deficiencies for construction and modification projects; AND performing quality control duties during construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-11 Specialized Experience: One year of specialized experience coordinating and planning construction methods and procedures with contractor personnel; evaluating construction projects for compliance with plans and specification; inspecting construction work sites and work in progress for; AND performing quality control duties on renovation and new construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Education
