This announcement provides a reassignment or promotion opportunity for a current 1811 to the position of Criminal Investigator, Journey Band, in the Office of Investigations, Headquarters Operations, Cyber Crimes Unit (CCU), in Arlington, VA location.

Duties

The successful candidate must have demonstrated competency and proficiency in digital forensics technologies, principles, and procedures, exhibit high motivation, resourcefulness, leadership and demonstrate experience planning and conducting complex federal criminal investigations. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit a complete application package by 11:59 PM EST on Monday, January 22, 2024 will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS 13. The salary range for this position is $117,962 to $153,354 includes locality pay. Law Enforcement Availability Pay (LEAP) is authorized under the 1811 Series. The job also provides coverage as a primary position under law enforcement retirement. Relocation expenses will not be paid. Must be able to obtain and maintain a government-issued credit card. Travel Required: 50% or less Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. - Plans, conducts and/or coordinates criminal, civil and administrative investigations relating to alleged or suspected violations of Federal laws committed by or against Postal Service personnel or Postal Service contractors. - Serves as a forensic authority, providing guidance and best practices involving the use of a variety of technical tools, techniques, and methodologies to support cyber-crimes investigations. - Experience conducting digital forensics on computers, laptops, mobile devices, digital electronic storage devices, vehicles, and other electronic mediums in a laboratory setting and during on-scene operations. - Leads complex investigations involving digital storage media, and independently collects, processes, and preserves digital evidence from electronic devices such as computers, hand-held digital devices, mobile devices, network servers, and other automated/data storage devices and digital media. - Writes technical reports detailing the results of forensic analysis and presents results to investigative stakeholders. Maintains technical documentation and chain of custodies in accordance with agency policy and legal requirements. - Develop and maintain effective working relationships with colleagues, other special agents, executives and officials with the OIG, U.S. Postal Service, other federal and state agencies through frequent and recurring personal contacts.

Requirements

  • Must be a current USPS-OIG or USPIS 1811 career employee
  • Must be able to obtain and maintain a Top Secret security clearance
  • Must be able to obtain and maintain a government-issued credit card
  • May be required to successfully complete a 12-month probationary period
  • Selectee will be subject to random drug testing

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Current USPS-OIG or USPIS 1811 employee Bachelor's degree from an accredited college or university At least two years of experience conducting digital forensics on electronic media, which may include computers, laptops, mobile devices, and digital electronic storage devices. At least two years of experience responding to or investigating cyber related investigations Certifications for Digital Forensic Examiner (DF-E), Seized Computer Evidence Recovery Technician (SCERS) or equivalent, and Digital Forensic Mobile (DF-Mobile), Cellebrite Mobile Device Forensics (CCO, CCPA, CASA) or equivalent. Have received at least a met expectations performance rating for the last two (FY 2022 and 2023) performance appraisals. If a performance appraisal is not available, you must submit a written statement stating the reason it is not available. In accordance with applicable laws, the applicant selected for this position must: Maintain eligibility to operate motor vehicles. Qualify and maintain authorization to carry firearms (1811 Only), including no current or previous domestic violence convictions. Maintain physical, mental and emotional standards and requirements necessary to perform law enforcement assignments. Work unscheduled irregular hours with the possibility of personal risk. Must be willing to relocate at the direction of management. DESIRABLE QUALIFICATIONS: Advanced digital forensics certifications Experience conducting cyber investigations, online undercover operations, and investigations involving cryptocurrency and the dark web Applicants that do not meet the eligibility requirements will not be considered. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below: Knowledge of the forensic process; concepts, principles, and methods of digital forensic examinations supporting investigations. Demonstrated ability to conduct cyber-crime investigations on networks (agency, clear deep and dark), identify cyber-threats, and perform requisite digital evidence, acquisition analysis. Ability to examine digital media in a forensically sound manner using digital forensic tools (e.g., Magnet Axiom, Review, Nuix, EnCase, or AccessData Forensic Toolkit) and mobile forensic tools (e.g., Cellebrite, UFED Touch, Physical Analyzer, Premium or Grayshift GrayKey). Ability to work as part of a team serving in both informal leadership and followership roles, participate in task forces, identify and solve technical problems and challenges, particularly when operating in field environments outside of established CCU forensic laboratories. Ability to effectively communicate, both orally and in writing, complex technical issues in a format easily understood by a non-technical audience. You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; or receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
