Duties
Serves as the senior Public Affairs Officer for DLA Disposition Services, and assists other DLA elements in Battle Creek as needed.
Provides public affairs and strategic communications guidance and support to activity HQ and field activities.
Advises the Director and other activity leaders regarding matters that should be made public and plans, organizes and directs comprehensive internal/workforce and external communications.
Directs mass media programs to attract interest, and inform the general public about DLA Disposition Services and DLA in Battle Creek through the use of traditional print/broadcast news and on line news and new media.
(Conti.) Works ICW HQ DLA PAO for response to queries from national media/news organizations.
Sets Public Affairs policy for the organization by analyzing communications needs, working with program leaders and incorporating DLA/DOD and other federal regulations, policies and procedures.
Directs the research of issues, histories, previous treatment, media and all other pertinent data to establish a planning baseline.

Qualifications
To qualify for a Supervisory Public Affairs Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Developing and disseminating public affairs strategies, positions, plans and products via internal and external vehicles.
Providing public affairs counsel and advising leadership and program specialists on public implications of regional, national and international activities of the organization.
Developing communication products with leadership and technical subject matter experts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
