The facility Assistant Women Veterans Program Manager is a a Provider qualified by education, experience and specialized expertise to function as the facility contact for the Women Veterans Health Program. The Assistant WVPM position is a 50% administrative role and 50% clinical role that assesses, plans, evaluates, and monitors health services for women Veterans at the facility level.
Duties
The individual is an advocate for women and provides leadership, coordinating, and integrating accessible quality health care services with multiple disciplines within the VA Medical Center. The purpose of this part-time administrative position is to enhance the health care delivery system for an increasing population of women Veterans with the objectives to:
Advocate on behalf of women Veterans across Veterans Health Administration
Improve care access and continuity
Integrate targeted initiatives for coordination of primary care, mental health, and gender specific care through collaboration with facility leadership
Assess and actively facilitate for preventive care and health promotion
Promotes a safe and welcoming environment
Develops and conducts a minimal of three outreach activities for each fiscal year
Promote and develop education programs for women health providers and staff
Serve as a consultant for facility leadership across service lines
Assess compliance and in-reach activities with VA and non-VA communities
The facility Assistant WVPM supports the Veteran Integrated System Network (VISN) and VHA mission under the guidance of the Women Veterans Health Services with ongoing collaboration with the Women Veterans Program Manager (WVPM), the Women Health Medical Director (WHMD), the VISN Lead WVPM, and the Deputy Field Directors, and National Women's Health Offices.
Qualifications
The WVPM must be a health care professional, either Doctor of Medicine (MD) or Doctor of Osteopathy (DO), Nurse Practitioner (NP), Physician Assistant (PA), Social Worker (MSW), Psychologist (PhD), Pharmacist (Pharm. D), Registered Nurse (RN), or other allied health care professional who provides health care services to women as part of their regular responsibilities. The incumbent will have a Bachelor of Science or higher education from an accredited institution and a minimum of 3 years of successful medical practice with demonstrated knowledge and awareness of health needs of women Veterans. Incumbent demonstrates a strong interest and background in the delivery of healthcare to women and the ability to communicate and work collaboratively with multiple disciplines. Incumbent is expected to coordinate collaboration among facility executive staff, Primary Care service providers and support the provision of comprehensive health care services as outlined in the Patient Care Aligned Team (PACT).
Scope
The facility Assistant Women Veterans Program Manager (AWVPM) is a part-time administrative provider who executes leadership and has an expanded knowledge of the Women Veterans Health Program within the VA Medical Center. The facility AWVPM is an assertive professional with strong interpersonal, oral, and written skills. The Va Medical Center (VAMC) AWVPM provides facility guidance about change implementations as directed by the VA Central Office while working across multiple service lines and disciplines.
Clinical Responsibilities
The facility AWVPM role includes 50% clinical activities which includes providing clinical care to advance women's health
Provides a full range of services including assessment and using the most appropriate techniques in providing quality care to women Veterans
Perform appropriate evaluations, diagnosis, and treatments of patients
Provide a full range of therapeutic interventions in units/programs in the Hampton VA Medical Center to which they are assigned and has clinical privileges to practice including diagnostic assessment, medication evaluation, and management
Participates effectively in team meetings and treatment planning conferences and collaborates with multidisciplinary team members in a manner that enhances coordination of comprehensive patient care
Administrative Responsibilities
The facility AWVPM includes clinical, leadership, and administrative elements combined to support activities relative to women's health care in meeting their needs
Collaborates with the WVPM and VAMC staff to design, develop, and evaluate program performance and activities to enhance health care delivery
Reports directly to the WVPM
Conducts outreach activity at the local level to increase awareness of women Veterans' health services offered in Veterans Health Administration
Meets quarterly with immediate supervisor to discuss and update current information related to the local and national Women Veterans Health Program
Conducts annual in-reach activities to enhance staff awareness and sensitivity to the needs of women Veterans
Knowledgeable of the Veterans Health Administration (VHA) and Veterans Integrated Network System (VISN) strategic goals related to the health of women Veterans
Knowledgeable of and uses data sources to assess and evaluate the VA Medical Center (VAMC) program
Work Schedule: 8:00am-4:30pm, Monday thru Friday

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration.
OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected.
Preferred Experience and Certifications -
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level III - Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements:This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
