About the Position: This announcement is for a Geographer position in the U.S. Army Corps of Engineers Rock Island, IL District. This position may be filled at the GS-0150-07, GS-0150-09, GS-0150-11 or GS-0150-12 level with non competitive promotional potential to the GS-12 if selected at a lower grade.
Duties
Plan, coordinate, and accomplish all mapping, geospatial analysis, and related Geographic Information System (GIS) tasks necessary.
Design and implement mapping solutions using web GIS, including the creation and maintenance of ESRI web services, dashboards, story maps and web applications.
Serve as a technical expert to plan and execute a wide range of geospatial engineering and geographic information system activities utilized to plan, design, construct, operate, maintain and manage projects within the Corps of Engineers civil works.
Plan and execute a variety of projects in support of civil and military, operations, regulatory, and other programs.
Provide guidance to GIS personnel on the work to be done and assists in the planning and execution of significant projects.
Utilize knowledge of Geographic Information Systems (GIS), information systems, and computers.
Develop training materials and conducts training sessions on the area of GIS use and application.
Update enterprise GIS databases and other authoritative datasets.
Requirements

Basic Requirement for Geographer (0150):
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the GS-07 grade level:
Specialized Experience: One year of specialized experience which includes identifying environmental effects of planned construction activities; AND applying techniques and skill sufficient to collect and organize data, investigate and determine the significance of relationships, evaluate and determine potential impacts, and anticipate and resolve problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as geography related sciences.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
To qualify at the GS-09 grade level:
Specialized Experience: One year of specialized experience which includes performing Geographic Information System (GIS) data acquisition/analysis; planning, developing, implementing, and/or managing GIS mapping and digital databases; AND researching data from a variety of sources to complete project tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Geography, or a closely related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes providing technical expertise and/or oversight on Geographic Information Systems (GIS); planning, developing, implementing, and/or managing GIS mapping and digital databases; AND generating customer-requested products by researching and acquiring data from multiple sources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Geography, or a closely related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To qualify at the GS-12 grade level:
Specialized Experience: One year of specialized experience which includes acquisition and quality control of geospatial products, such as small or large scale photogrammetric, imagery, and/or LiDAR products; developing and coordinating independent government estimates, schedules, and/or negotiation strategies for photogrammetric work and/or A-E contracts; and ensuring contract compliance with Federal Acquisition Regulations (FAR), including the Brooks Act. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
