Duties
As a Director Office of Public Housing, you will:
Direct a supervisory staff who manages professional, technical and clerical staff that provides services for their assigned key public housing functional areas. The staff provides performance oversight, compliance assurance, technical assistance, coordination, and program implementation for Public Housing Authorities (PHAs) under the jurisdiction of the office.
Resolve sensitive issues by interpreting and applying new and existing policy and procedural instructions issued by the Field and/or Headquarters' offices for staff and PHAs.
Maintain contacts with PHA directors; local, State and Federal government officials; resident groups; private sector executives; and, associations to improve PHA performance and resolve sensitive and controversial issues.
Provide administrative and technical supervision of assigned staff including; evaluating subordinate supervisors; hearing and resolving group grievances; reviewing and approving disciplinary actions; managing travel, staff and equipment resources; providing training for staff; and ensuring that the agency's Affirmative Action Plan is met.
Assess PHAs' performance, concerns, broad trends, and technical assistance needs through a risk assessment process. Develops a plan to target assistance to appropriate PHAs, address compliance and audit issues, implement the Department's Management Plan and meet the performance standards established through the Government Performance and Results Act.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Managing or leading a team working in affordable housing programs; AND
- Providing technical and administrative support to subordinate employees; AND
- Communication with Government officials advocating for an office or agency mission.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
