This position is located in Management Directorate, Office of Security & Integrity, Personnel Security Division. As an Supervisory Personnel Security Specialist, you will supervise a staff responsible for adjudicating agency personnel background investigations to determine fitness, suitability, and/or security access and conduct liaison activities with federal agencies concerning the Personnel Security Program.

Duties

As a first-line supervisor, establish priorities, goals, and assign tasks. Hold self and subordinates accountable for measurable high-quality results. Monitor performance of employees providing coaching, leadership, and guidance. Manage and oversee assigned sections of a diverse personnel security program including all facets of personnel and industrial security, national security, continuous vetting and special actions, and policy, oversight, and training. Adjudicate background investigations to determine suitability/fitness/security eligibility of individuals for entry/retention in sensitive and non-sensitive positions. Serve as a technical authority on all suitability/fitness/clearance decisions. Implement the Personnel Security and Suitability policies and procedures in accordance with applicable laws, Executive Orders, ODNI, SuitEA, and Industrial Security guidelines authorities and responsibilities. Serve in a leadership role on work groups. Provide summaries on casework, referrals, and assigned program initiatives. Assist with hiring panels and onboarding activities. Ensure training requirements are met. Perform other duties as assigned.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/17/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/17/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Making risk-based decisions in evaluating whether applicants, employees, and contractors meet suitability, fitness, security, and National Security Information (NSI) eligibility/access requirements in accordance with all Federal regulations, policies, and guidelines; Preparing, analyzing, formulating, developing, reviewing, and implementing personnel security policies, standards, and procedures in accordance with Executive Orders, Federal Laws, directives, and regulations; Establishing and carrying out specific action plans for accomplishing short-term goals and objectives, devising new methods or procedures for accomplishing work to promote efficiencies.
