This position is part of the Office of the Inspector General, Department of Energy in the Office of Cyber Assessments and Data Analytics, Cyber Assessments Division. As an Auditor (Performance), you will assist higher-graded auditors in planning audits and evaluations on IT/cybersecurity and data management programs, provide information to determine compliance with Generally Accepted Government Auditing Standards, and interview appropriate officials to obtain information regarding the audit.

Duties

As an Auditor (Performance) for the Office of Cyber Assessments and Data Analytics, you will be responsible for the following: Performs complex audits of Department programs and ensures compliance with public laws, agency, and Federal regulations. Utilizes computer-assisted techniques and methodologies to conduct audits for which the boundaries are difficult to determine. Review audit requirements against Agency goals to ensure objectives are met and makes recommendations for improvement if needed. Coordinates and/or performs specific audits, leads the risk-based planning process for induvial projects, and provides management with status of all stages of the audit.

  • Temporary Duty Travel (TDY) may be required up to 25%.

Qualifications

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. SPECIALIZED EXPERIENCE REQUIREMENTS: To qualify for the GS-13 level: You must possess one (1) year of specialized experience equivalent to at least the GS-12 or equivalent pay band in the Federal service planning and executing performance audits to determine compliance with agency and Federal regulations, generate audit reports based on examinations of the audit, and develop procedures, techniques, or policies to improve the audit process. Specialized experience must reflect all of the following: 1) Independently performing complex performance audits of high-risk programs, evaluating policies and procedures, determining the adequacy of control mechanisms to prevent fraud, waste, and abuse in programs and operations, and formulating conclusions of audit findings and making recommendations corrective actions. 2) Use Federal regulations, accounting and auditing concepts, and records of Congressional hearings to plan and conduct a variety of reports, surveys, or special studies to determine compliance with applicable laws and regulations and formulate report findings of audits or examinations. 3) Providing professional advice and direction to lower grade auditors and senior leadership on the development of audit techniques and procedures to enhance the performance of audited entities. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
