This position serves as a Construction Control Representative assigned to Facility Engineering - Project Section to support a fully accredited healthcare facility campus. The incumbent is a representative who supports the operation, maintenance, renovation, and construction of multiple sites such as outpatient clinics as well as leased facilities operated by the assigned health care facility.
Duties
The Construction Control Representative (Con-Rep) is responsible for integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (nurse call, elevators, patient safety lifts, pneumatic tube, etc.).
Responsible for planning and designing in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria.
Supports development and implementation of Veterans Health Administration (VHA) policies, programs, and procedural documentation.
Integrate complex, special or unusual planning, scheduling, and coordination considerations so as to minimize disruption of diverse activities, provide for continuity of essential patient care functions, and avoid conflicts with other ongoing work, without undue economic disadvantage.
Interdependent modifications, adaptations, or compromises for successful integration with the existing architectural, structural, mechanical, and electrical systems and environmental conditions, diverse special equipment or functional requirements, and future long-range plans.
Participates in resolving complex technical issues which integrate multi-discipline activities throughout the facility as well as with outside organizations such as the Occupational Safety and Health Administration (OSHA), Department of Labor (DOL), Environmental Protection Agency (EPA), and the State Historical Preservation Office (SHPO).
Plan, coordinate, or advise on work efforts or resolve operating problems in dealings with others who are working toward mutual goals.
Meets with service representatives to both meet established regulations as well as resolve unforeseen issues that affect patient care and research, as well as administrative functions.
Responsible for assuring the continuous operation of essential patient services.
Provides professional advice to peers, subordinates, and non-professional administrators or managers to direct major project execution decisions.
Manages all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout.
Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate architects, engineers, engineering technicians, and other staff members.
Advises subordinate personnel on methods and procedures to be used in special studies on highly complex projects.
Provides professional oversight and/or project management for construction or maintenance efforts.
Completes hazard and job safety analysis to ensure proper procedures and, performs safety audits, surveys, and inspections. Responsible for project scheduling, including developing and maintaining work breakdown structure, critical paths, earned value management, and/or related schedules and tools.
This position is at the full performance of the grade level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (nurse call, elevators, patient safety lifts, pneumatic tube, etc.); planning and designing in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria; supports development and implementation of Veterans Health Administration (VHA) policies, programs, and procedural documentation, etc. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Preferred Experience: The best qualified individual will be a Project Manager/Engineering Technician/Construction Control Representative performing tasks and acquired competencies within the Healthcare Design/Construction Discipline. Experience related to design and/or construction contracts.
Physical Requirements: The duties of the position require visits to all areas of the medical center environment. Physical agility and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing. The incumbent spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections. The employee will be required to be responsible to carry all appropriate safety and/or testing equipment weighing up to 50 pounds.
