Duties

You will work on environmental protection projects of complex scope involving analysis, development, implementation and management of environmental programs assigned at installations within Naval Facilities Engineering command geographical area. You will serve as the command technical expert in one or more program or functional areas and also plans, implements, or monitors other listed environmental programs. You will perform oversight of compliance status including inspection discrepancies, status of corrective actions, and permit compliance data. You will manage installation aspects of environmental plans and permits, by ensuring compliance with permits issued by local, State, and Federal regulatory agencies. You will assist in developing and submitting permit applications; researching and enforcing permit conditions; developing and implementing permit sampling and testing plans. You will submit monitoring reports and identify and resolve compliance problems.

• You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a bargaining unit position.
• You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• You will be required to obtain and maintain a current valid United States driver’s license.

• If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

• May be required to obtain a VISA dependent on the overseas country's laws/regulations.
• You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, implementing, and providing compliance and oversight of various environmental programs including Hazardous Waste Management/Disposal; Spill Prevention/Recovery; AND technical expertise in coordinating environmental program inspections, participating in negotiations with regulatory agencies, and developing publications for public meetings.
