This employee supports the Northern Research Station in Madison, WI. The Data Services Specialist provides technical support, advice, consultation and assistance to a wide range and level of staff to identify and develop Mobile GIS and ArcGIS Server applications to support resource management data collection efforts regionally. Duties

Analyze accuracy of data input and output to identify issues or problems. Organize and maintain data for an infrastructure database (e.g., bridges, roads, trails), including geospatial layers and attributes. Provide training to resource personnel on information systems and natural resource related databases to support program needs. Write queries to extract data from infrastructure databases (e.g., INFRA) to produce reports and presentations. Use the full range of digital data collection techniques and perform scanning, digitizing, and other support functions to ensure a correct and complete tabular database.

Requirements

Qualifications

To qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Minimum Qualifications Requirements for the GS-11: At least one-year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as performing ALL of the following: Serve as a Data Services Specialist, Geographic Information System (GIS) Specialist, application developer, mobile specialist, and/or database expert. Work with managers and resource specialists to determine type and level of information to develop and analyze data base management applications. Provide technical support, advice, consultation and assistance to a wide range and level of staff (resource specialists, engineers, scientists, planners, subject-matter experts, and managers) to identify and develop Mobile GIS and ArcGIS Server applications to support resource management data collection efforts regionally. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. Examples of qualifying education includes degree programs in contracting, financial management, business administration, public administration, or coursework in data management, GIS, application development, database management, mobile software development. OR An appropriate combination of specialized experience (listed above) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
