This position is located at Oklahoma City Area Indian Health Service (IHS), Claremore Indian Hospital, Claremore, OK. The Indian Health Service (IHS) is responsible for providing federal health services to American Indian and Alaska Native (AI/AN) people. This position serves as Deputy Health System Administrator (DCEO) to the Chief Executive Officer for a Claremore Indian Hospital (CIH). The Deputy Health System Administrator directs the activities of a Hospital.
Duties
develops, establishes, and directs the implementation and execution of overall policies and procedures for the administration and operations of a comprehensive health care delivery system. Gives special consideration to the integration of internal administrative, clinical, nursing, and community health policies with the standards and requirements of various regulatory and accrediting bodies; to the impact of internal policies on the community at large; and to the effect actions taken by such outside entities have on the health care delivery system.
Identifies the changing needs of the beneficiary population, and initiates program Improvements and modifications to achieve the IHS goals and objectives, while making the best possible use of available financial, human, and material resources. Develops comprehensive services unit plans on both a short and long-range basis to constantly anticipate and plan for the activities of the service unit to meet health needs.
Develops, evaluates, and adjusts organizational, position, and staffing structures and management systems to accomplish the basic mission of the health care delivery system. Delegates authority and provides program direction to the key administrative and professional staff members who in turn delegate authority to subordinates supervisors. Assures that administrative, clinical programs, and policies are integrated, and elicits compromise and coordination between services. Sets policy for the overall budget for the health care delivery system, and authorizes reallocation of funds based on shifting program needs within IHS established guidelines. Assumes a leadership role in developing personnel actions which affect key employees or which may have possible serious repercussions. Provides for orientation of new key personnel to assure understanding of programs, concepts, goals, and relationships with the Indian patients, tribal
leaders, and other IHS and institution officials.
Supervises, through subordinate supervisors, employees who engage in performing a variety of health care and supportive activities. Exercises approval or disapproval authority of the personnel actions requested by subordinate supervisors. Develops and implements internal program plans and procedures to ensure subordinate supervisors implement the provision of various government-wide, agency, or installation programs, such as equal employment opportunity, merit promotion plans, position management, career development plans, performance appraisals, counseling services, and others to achieve equitable treatment of employees.
Recommends disciplinary actions involving key employees. Approves, modifies, or rejects career development plans, training requests, employee utilization proposals, and similar matters. Estimates and justifies resources needed to accomplish plans recommended for approval to higher-level management. Approves, modifies, or rejects formal requests for promotion, reassignments, status changes, awards, selections, and the like. Prepares formal evaluations on the performance of key employees and reviews evaluations prepared by subordinate supervisors.

Individual Occupational Requirements
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Experience
Specialized Experience (for positions above GS-5):
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Applicants must also possess:
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-15: 1 year of Specialized experience such as: Execute and keep abreast of health care delivery system's polices, rules, regulations, procedures and automated systems as they relate to the quality of care management and support, fiscal management and budget process, personnel administration and management, contracts and administrative services, such as property and supply, real property management, etc., to relate and adapt these requirements to the immediate situation and needs of the organization in the provision of patient care and accomplishment of health care delivery. Serve as principal staff advisor and coordinates all executive and program activities involved in the administration and management of the organization. Organize, execute, and coordinate all financial matters for a healthcare organization. Participates in establishing policy within the framework of I.H.S. contracting and funding policy and public laws 93-638 and 94-437 with insight on legal implications of contracts and all regulatory requirements. Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
