Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
Applies Operational Planning experience in analyzing, developing, and evaluating detailed plans, goals and objectives for long-range and crisis utilization of AFRC ISR forces Provides support/guidance to AFRC units concerning intelligence combat and contingency readiness requirements, intelligence mobility equipment need, training and manning requirements, etc.
Accomplishes intelligence planning activities for Air Expeditionary Force and AFRC ISR Assets. Maintains contact involving personal coordination and liaison with person-to-person relationships with counterparts and subordinate, lateral and higher headquarters agencies.
Provides expert technical support and advice to HQ AFRC Senior Leaders and AFRC ISR units on intelligence issues directly related to planning and programming activities. Ensures command policies and guidance are in place for effective readiness of AFRC ISR Enterprise capabilities.
Serves as the focal point for all ISR manpower/personnel requests and documentation. As the ISR functional specialist, reviews all unit manpower/personnel change requests for appropriateness.
Reviews subordinate unit intelligence annexes to command OPLAN for completeness and accuracy. Ensures that unit level intelligence support requirements are properly identified and quantified; notifies the units of any inaccuracies or insufficiencies found in submitted annexes and needed corrective actions.
Functions as the MAJCOM ISR Technical expert for ISR Unit Type Code (UTC) development to include personnel, equipment, and mission capability requirements. Continuously monitors and evaluates UTC listings to ensure they are kept current, making changes as necessary.
Supports AFRC Crisis Action response activities. Maintains proficiency in standardized planning tools to provide operational planning support to the AFRC Crisis Action Team (CAT).

- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI).

- This position is subject to provision of the DoD Priority Placement Program
- Incumbent is subject to initial and random drug testing.
- This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain ART requirements.
- The incumbent’s regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
- Direct Deposit: All federal employees are required to have direct deposit.
- Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
- As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
- The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the office to function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
Qualifications
This is an Air Reserve Technician (ART) position; individuals selected for this an ART position must meet and maintain ART requirement. Applicants for ART position must currently be a member of the Air Force Reserve or willing and eligible to join the Air Force Reserves.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the principles, concepts, and methodology of the intelligence career field such that it permits independent performance of recurring assignments that are somewhat complex; a practical knowledge of a wide range of analytical principles, and concepts. A broad knowledge of military structure, political structure, and national security structure regarding assigned area when analyzing ISR policy, operations, and readiness data. Knowledge of intelligence, surveillance, reconnaissance (ISR) computer systems, architecture, and software as they apply to AFRC intelligence processes; project management techniques; etc. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, Air Force, AFRC and other policies and procedures as they relate to intelligence planning and programming operations and procedures.
2. Knowledge of and ability to apply established intelligence practices to specific problems which involve many variables. Knowledge of the operation of JOPES, DCAPES, SMS, and their associated software applications.
3. Knowledge of the AFRC subordinate units and the command activities, functions, policies and Rules sufficient to identify and evaluate intelligence requirements and advise other personnel on those requirements.
4. Ability to apply qualitative and quantitative analytical techniques to a wide range of variables.
5. Skill in oral and written communication.
6. Knowledge of management and organizational techniques, systems, and procedures in accomplishing intelligence planning and analysis.
7. Knowledge of Air Force Doctrine, Joint Service, Air Force, CINC, PMAJCOM, and AFRC directives, instructions, procedures, and policies governing battle staff and AOC processes and ISR missions.
8. Knowledge in the capabilities, limitations, and techniques for employment of ISR platforms.
9. Ability to develop and articulate strategy and actions to successfully implement the readiness vision of a variety of ISR specialties, consistent with AFRC/A2 organizational goals.
10. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports that are suitable for top management use and presented information effectively both orally and in writing for effective decision- making (to include civilian and military)
