You will serve as a WATER TREATMENT PLANT OPERATOR LEADER in the Public Works Department (PWD) Crane, Production Division, Utilities and Energy Management Branch. of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will interpret equipment maintenance and operating instructions to keep water systems operational. You will interpret laws to verify quality water produced complies with regulations. You will interpret water flow meters, charts, gauges, and telemeters to meet water quality and demands. You will maintain flow meters, records, and logs of operations for compliance with permit requirements You will explain any unusual steps or procedures and sees that employees have proper tools, equipment and supplies. You will assist in the planning, assigning, and directing work on a daily and weekly basis; for training assigned employees, safety regulations, good housekeeping practices, and performs related duties. You will enforce safety, lock/out-tag-out, fire, and other regulations, and oversees and advise the use of safety equipment. You will train subordinates in plant operations and procedures, proper use of tools and equipment, and safe work practices. You will operate a variety of automatic or manually controlled pumps and related equipment by adjusting valves to control rates of feed of various chemicals as well as water flow. You will read various meters, gages, thermometers and charts to determine when pumps should be started, stopped, or adjusted and performs meter reading for utility billing purposes.

  • Incumbent must possess and maintain certification by the State of Indiana to operate a Class WT4 Water Treatment Plant and a Class Distribution System Large (DSL) as a condition of employment.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: 1. Aid in the supervision of potable water treatment and distribution; 2. Maintain plant logs, laboratory records, and quality control records to document operation and maintenance of a surface water treatment plant; 3. Operate valves, high service pumps, and adjust chemical feed rates to maintain correct disinfection ratio, turbidity, pH balance, and fluoride concentration; 4. Observe readings on gauges, meters, detectors, recorders, or computer generated and analog displays to detect issues in treatment operations; and 5. Knowledge of water industry regulatory issues and responsibilities. PHYSICAL EFFORT The work requires frequent standing, bending, crouching, kneeling, climbing, and occasional stooping and stretching. Occasionally, works from ladders, scaffolds, and platforms and may perform strenuous work while standing, sitting, or lying. Frequently lifts, carries, and handles materials and equipment weighing up to 40 pounds and, occasionally, items weighing more with assistance of material lifting devices or other workers. The incumbent must work long hours in times of emergency and in extreme weather. The incumbent must work outside in extreme weather and unstable footing. The incumbent must be able to wear and use all required personal protective equipment (PPE) to meet requirements of duties being performed (goggles, respirators, hard hats, safety shoes, face masks, etc.) WORKING CONDITIONS: Work effort is performed indoors and outside, sometimes in bad weather. Incumbent may be subject to sudden and frequent temperature changes. Works inside in areas that are usually noisy but have adequate light and heat. Work in close, confined spaces and inside equipment is required. Exposure to poisonous chemicals and compounds is possible. The presence of gases, fumes, or airborne particles requires the use of safety equipment such as gas masks or respirators. Exposure to constant noise, rotating machinery, chemicals, and dirt in the work area are possible. The incumbent may be subject to cuts and abrasions from the use of tools and equipment and to burns from chemicals. The incumbent shall follow prescribed safety practices and use safety equipment such as face shields, gloves, hard-toe shoes, hearing protection, and protective clothing. Some of these safety items may be uncomfortable to wear and may be worn or used for long periods. Exposure to falling into manholes and tanks is possible. Crawling over and inside machinery may also be required. Occasionally works in awkward and cramped positions. Incumbent is exposed to danger from climbing and walking around machinery, open pits and chemicals. Is exposed to some unpleasant odors and to the possibility of burns, cuts, bruises and broken bones.
